Liquor Control Commission January Underage Compliance Report

SPRINGFIELD – In January 2015, the Illinois Liquor Control Commission (ILCC) conducted compliance checks around the state and visited 245 businesses licensed to sell liquor. They cited 34 for violations of liquor control laws. Eighty-six percent of the licensees visited complied with Illinois liquor laws and refused to serve underage customers.

This is a monthly aggregated report of all the underage compliance investigations that occurred in the month of January. The ILCC may release results on individual investigations through shorter press releases throughout the month.

The monthly aggregated report lists all of the results of ongoing undercover and cooperative law enforcement operations conducted by Illinois Liquor Control Commission (ILCC) agents, local law enforcement officials and volunteers from high schools and colleges. The teams randomly visit liquor stores, restaurants and bars in communities around the state to check for ongoing compliance with state laws mandating that no liquor is sold to minors under the age of 21.  ILCC agents also work with local and state law enforcement agents to focus on communities with a high incidence of underage liquor sales.

Below is the bulleted list by location of which establishments violated the law by selling alcohol to ILCC underage participants. Because the visits are random in nature, certain areas of the State are visited at certain times of the year.

ELMWOOD PARK – January 6th, the ILCC and the Elmwood Park Police conducted underage alcohol checks in Elmwood Park.  Of the 19 licensees checked, two sold alcohol to ILCC underage participants.  Those licensees were:

• Hunter’s Restaurant & Lounge, 7232 W Diversey (Prior Offender)
• Aral Auto Services, Inc., 2144 N Harlem

HARVARD– January 16, the ILCC and the Secretary of State Police conducted underage alcohol checks in Harvard.  Of the 10 licensees checked, two sold alcohol to ILCC underage participants.  Those licensees were:

• Cardinal Wine & Spirits, 1001 S. Division St.
• Thomas BBQ, 71 N. Ayer St.

JOLIET– January 22nd, the ILCC and the Joliet Police Department conducted underage alcohol checks in Joliet. Of the 20 licensees checked, three sold alcohol to ILCC underage participants.  Those licensees were:

• A to Z Liquors, 1003 Essington Rd.
• 7-Eleven, 1601 E. Cass St. (Prior Offender)
• JM Tobacco and Liquor, 3111 Theodore St. (Prior Offender)

KANE COUNTY – January 15th, the ILCC and the Secretary of State Police conducted underage alcohol checks in Geneva and Batavia.  Of the 15 licensees checked, two sold alcohol to ILCC underage participants.  Those licensees were:

• Hammar’s East Side Liquors 1449 E. State St., Geneva
• Pride of Geneva 1166 E. State St., Geneva

KNOX/HENRY COUNTY – January 28th, the ILCC and the Illinois State Police District 7 conducted underage alcohol checks in Galesburg, Wataga, Altona, and Galva.  Of the 13 licensees checked, one sold alcohol to ILCC underage participants. That licensee was:

• Smitty’s, 126 N Depot Rd, Wataga

LAKE COUNTY – January 28th, the ILCC and the Illinois State Police District 2 conducted underage alcohol checks in Beach Park and Park City.  Of the 20 licensees checked, two sold alcohol to ILCC underage participants.  Those licensees were:

• Villa’s Grocery, 3412 Kehm Blvd, Park City
• Ma & Pa's Mini Mart, 37737 N Green Bay Rd, Beach Park

LANSING – January 12th, the ILCC and the Lansing Police Department conducted underage alcohol checks in Lansing.  Of the 17 licensees checked, three sold alcohol to ILCC underage participants.  Those licensees were:

• Olive Garden #1098, 16601 Torrence
• Santori’s Liquors Inc., 3529 Ridge Rd.
• Ultra Foods, 16831 Torrence Ave.
    

LASALLE COUNTY– January 28th, the ILCC and the Secretary of State Police conducted underage alcohol checks in LaSalle County.  Of the 15 licensees checked, one sold alcohol to ILCC underage participants.  That licensee was:

• Wooden Nickle II, 110 W. Front St, Rutland

LOGAN COUNTY – January 20th, the ILCC and the Illinois State Police District 9 conducted underage alcohol checks in Lincoln, Atlanta, and Mt. Pulaski.  Of the 29 licensees checked, three sold alcohol to ILCC underage participants.  Those licensees were:

• Don Panchit, 831 Woodlawn Rd, Lincoln
• El Mazatlan 7, 203 Madigan Dr, Lincoln
• Characters Pub,  405 Pulaski St. Lincoln

MACHESEY PARK – January 16th, the ILCC and the Secretary of State Police conducted underage alcohol checks in Machesney Park.  Of the 24 licensees checked, two sold alcohol to ILCC underage participants.  Those licensees were:

• Big Papa’s Barbeque, 8660 N. 2nd St.
• Pig Minds Brewing, 4080 Steele Dr.

MACON COUNTY – January 21st, the ILCC, Decatur Police Department, and Macon County Sheriff’s Office conducted underage alcohol checks in Macon, Blue Mound, Warrensburg, Maroa, and Decatur.  Of the 21 licensees checked, three sold alcohol to ILCC underage participants.  Those licensees were:

• Maroa Pub, 102 S. Walnut, Maroa
• Casey’s General Store #2825, 506 S. Wood, Maroa
• Pilot Travel Center #368, 4030 East Boyd Rd, Decatur

MARION COUNTY – January 28th, the ILCC and the Illinois State Police District 12 conducted underage alcohol checks in Marion County.  Of the 13 licensees checked, three sold alcohol to ILCC underage participants.  Those licensees were:

• DJ’s Party Supply, 1200 W. Main, Salem
• Legend’s/Denny’s, 1812 W. Main, Salem (Prior Offender)
• Kimmundy General, 106 S. Madison, Kimmundy

PALOS HEIGHTS – January 22nd, the ILCC and the Palos Heights Police conducted underage alcohol checks in Palos Heights.  Of the 16 licensees checked, four sold alcohol to ILCC underage participants.  Those licensees were:       

• Jullianni’s Restaurant, & Pizzeria, 7239 College Dr.
• Mister Mo’s, 7214 W College Dr. (Prior Offender)
• Bon-A-Pit & Smokehouse, 12200 South Harlem Ave.
• Mid Villa Pizza Of Palos, 12226 South Harlem Ave.

ST. CLAIR COUNTY– January 22nd, the ILCC and the Illinois State Police District 11 conducted underage alcohol checks in Milstadt, Smithton, and Fairmont City.  Of the 13 licensees checked, three sold alcohol to ILCC underage participants.  Those licensees were:

• Koke’s Tavern, 4419 Cookson Rd, Fairmont City (Prior Offender) 
• Mi Tierra, 3121 Collinsville Rd, Fairmont City
