Ryan Announces $31 Million in Federal School Renovation Grants

SPRINGFIELD –- Governor George H. Ryan today announced that about 297 low-income and rural Illinois school districts will share a $31.6 million federal grant to repair or renovate buildings, classrooms and other facilities.

“These federal dollars, combined with $3.5 billion in Illinois FIRST funds and local resources we’ve already dedicated to school construction, will help Illinois strengthen its infrastructure for elementary and secondary education,” Ryan said. “We must ensure that every student goes to school in a building that is safe and suitable for teaching and learning.”

Twenty-nine low-income districts and 268 rural districts will receive money that can be used to repair or replace a long list of facility needs, including wiring, plumbing, sprinklers, security or sewage systems, heating, ventilation and air conditioning systems. The grants also can be used to remove asbestos or to make changes to comply with fire and safety codes or the federal Americans with Disabilities Act.

To qualify for these grants, school districts either had to have at least 30 percent of their enrollment or 10,000 students come from low-income families. The funds were divided proportionately according to the state’s Fiscal Year 2001 Title I allocation. Districts with less than 500,000 students were eligible for grants of as much as $500,000. Chicago’s public schools received $6 million.

Rural districts were defined as those with fewer than 2,500 residents and a rural designation from the U.S. Census Bureau.

The grant recipients were selected based on federal criteria that included a building needs assessment for repairs and renovations, the district’s financial ability to make repairs or renovations without assistance and the likelihood that districts receiving the grants will maintain the facilities.

Under the governor’s Illinois FIRST program, more than $3.5 billion in state and local funds have been spent since 1999 to build more than 12,000 new classrooms and 244 brand new schools in every part of the state – the largest school construction program ever in Illinois. The $1.7 billion in school construction grants released to local school districts for new facilities, repairs and renovations from Illinois FIRST have leveraged more than $1.7 billion in local school district funds.
