Ryan Makes Appointment to the Prisoner Review Board

SPRINGFIELD - Governor George H. Ryan today announced the appointment of David A. Frier to the Prisoner Review Board, effective Nov. 1.

"David Frier's vast wealth of experience, education and diverse background will serve as an asset to the Prisoner Review Board," Governor Ryan said.

Frier, 71, of Springfield, is appointed to a term ending January 15, 2006. He retired from Western Illinois University after serving as a professor of Political Science for 20 years. The $72,950 per-year appointment requires Senate confirmation and will fill a vacancy on the board.

Frier earned his B.S, M.A and Ph.D., from Southern Illinois University at Carbondale. He has served as a professor and visiting professor of political science at various universities throughout Illinois as well as Pennsylvania and Canada. He also has taught courses at the Menard Correctional Center and the Marion Federal Penitentiary.

Frier is a member of the American Association of University Professors, Independent Voters of Illinois and the National Association for the Advancement of Colored People. He currently owns and operates a small business, Frier's Antiques.

Frier will begin hearing cases and offering recommendations November 1, 2002. He will not have a role in cases previously brought before the Prisoner Review Board.
