RYAN MAKES APPOINTMENTS TO BOARDS AND COMMISSIONS

SPRINGFIELD -- Governor George H. Ryan today announced the appointment of former Senate President Philip J. Rock as the chair of the Illinois Board of Higher Education.

"Phil Rock has served Illinois with distinction for many years," Ryan said. "He is committed to improving the education that our children receive and the educational opportunities available for all Illinois' citizens."

Rock, of Oak Park, served in the Illinois State Senate from 1971 to 1993 and is currently a senior partner of Rock, Fusco and Garvey, Ltd. Rock's term ends July 1, 2000 and the appointment requires Senate confirmation.

Ryan also made the following appointments:

To the Illinois Community College Board:

  • A. James Berkel, 63, of Peoria, an appointment for a term ending June 30, 2001. Berkel is an independent technical consultant. The appointment requires Senate confirmation.

    To the State Board of Elections:

  • Kay D. Holloway, 34, of Paris, an appointment for a term ending June 30, 2003. Holloway is a community liaison with the Secretary of State's office. The appointment requires Senate confirmation.
  • William M. McGuffage, 59, of Chicago, a reappointment for a term ending June 30, 2003. McGuffage is an Attorney. The appointment requires Senate confirmation.
  • Kenneth R. Boyle, 61, of Chatham, a reappointment for a term ending June 30, 2003. Boyle is an Attorney. The appointment requires Senate confirmation.
  • Phillip R. O'Connor, 50, of Chicago, a reappointment for a term ending June 30, 2003. O'Connor is President of NED Midwest. The appointment requires Senate confirmation.

    To the Natural Resources Advisory Board:

  • Thomas J. Mansfield, 48, of Hinsdale, an appointment for a term ending January 20, 2003. Mansfield is Director for Outdoor Sports and Recreation for Vaughan Chapter Paralyzed Veterans of America. The appointment requires Senate confirmation.
  • Michael D. Kepple, 49, of Dunlap, a reappointment as chairman for a term ending January 17, 2005. Kepple is President of Kepple Healthcare Consulting, Inc. The appointment requires Senate confirmation.
  • Constance B. Newport, 48, of Highland Park, an appointment for a term ending January 17, 2005. Newport is Executive Director for the Park District of Highland Park. The appointment requires Senate confirmation.

  • John E. Ebinger, 65, of Charleston, an appointment for a term ending January 15, 2001. Ebinger is an Emeritus Professor of Botany at Eastern Illinois University. The appointment requires Senate confirmation.
  • James Steven Kahn, 67, of Chicago, a reappointment for a term ending January 15, 2001. Kahn is retired. The appointment requires Senate confirmation.

  • Cornelis D. Touw, 56, of Champaign, an appointment for a term ending January 15, 2001. Touw is Director, Consumer Products Marketing - International for Archer Daniels Midland, Co. The appointment requires Senate confirmation.
  • Bruce Leman, 58, of Roanoke, a reappointment for a term ending January 15, 2001. Leman is self employed. The appointment requires Senate confirmation.
