Governor Issues $1.6 Million to Assist IWA Pilot Communities and Support Activities in Local Workforce Investment Areas

Press Release - Friday, September 22, 2000

SPRINGFIELD -- Governor George H. Ryan today released $1.6 million in new funding to support the new Illinois Workforce Advantage (IWA) pilot communities as well as enhance one-stop service delivery statewide. The IWA pilot communities are Harvey, East St. Louis, the Englewood, Humboldt Park and North Lawndale neighborhoods in Chicago, as well as the "southern seven" counties-Alexander, Hardin, Johnson, Massac, Pope, Pulaski and Union.

"These funds will assist community partners involved in the Illinois Workforce Advantage initiative to improve coordination of needed services from several Illinois agencies and, in some instances, will bring those services under one roof," Ryan said. "Areas without an identified Illinois Workforce Advantage pilot community will also receive financial assistance to support these goals through their one-stop employment and training centers."

The funds to the IWA community reflect the Governor's commitment to targeting diverse state resources to the state's most economically distressed communities. IWA sites will be the focus of intensive efforts to direct state investments so that they buttress community capacities to prevent juvenile crime, increase child immunization rates, lower dropout rates and strengthen the economic base.

Under IWA, based in the Office of the Governor, state and local officials will work together to determine the most effective use of funds in order to maximize the impact on individuals, families and communities.

"Individuals who receive Food Stamps and are not employed or are working in low paying jobs can benefit greatly from the enhanced service strategies in IWA communities as well as the collaborative partnerships already underway in the State's one-stop career center network," DHS Secretary Linda Reneé Baker said.

"The Department is pleased to be able to support the intensive IWA initiative as well as workforce development projects around the state."

Funds will be allocated to the local workforce investment boards appointed by chief local elected officials and certified by Governor Ryan to provide ongoing policy direction and oversight of workforce development activities.

A list of funding to be provided to each workforce area is attached.
