Governor Announces More Than $3 Million In Grants To Combat Homelessness
SPRINGFIELD -- Governor George H. Ryan today announced grants of more than $3.2 million from two separate programs to support organizations throughout the state that are committed to fighting homelessness.
"Despite the continuing strength of Illinois' economy, there are still many people who have not benefited from these good times," Ryan said. "These grants provide funding not only for emergency shelters, but also for programs and services designed to prevent homelessness."
More than $2.2 million will go to help 69 not-for-profit organizations provide emergency assistance to the homeless in communities throughout Illinois. The grants are funded through the federal Emergency Shelter Grants Program, administered by the Illinois Department of Commerce and Community Affairs (DCCA). The grants are awarded to programs outside of Cook County that complement existing homeless services, are based on a clear need and can utilize the grant immediately.
Among the organizations recognized is the Lamb's Fold Women's Center, managed by Christian Family Ministries in Joliet, which received nearly $75,000, the maximum amount awarded under the grant program. The Center cares for homeless pregnant women and women with young children.
"A highly competitive review of 85 applicants was conducted for this program," DCCA Director Pam McDonough said. "These grant awards recognize the tremendous work of these groups in providing stability to at-risk individuals and families."
"An additional $999,999 is being awarded to the City of Chicago and 60 not-for-profit organizations throughout the state for homeless prevention programs.
""It's a tragedy when a temporary or unforeseen setback leaves a family homeless," Ryan added. "The Homeless Prevention program helps stabilize families in their existing homes, shortens the amount of time that families stay in a shelter, and assists families with securing affordable housing."
"Through the governor's recent signing of the Homeless Prevention Act, the Illinois Department of Human Services will provide $300,000 to the City of Chicago. The Chicago Department of Human Services will oversee the distribution of homeless prevention funds. Chicago homeless service providers will refer potential recipients for homeless prevention funds to the Chicago Department of Human Services.
"Allowable costs for homeless prevention includes rental assistance, utility assistance and supportive services directly related to the prevention of homelessness or repeated episodes of homelessness.
""Persons who may be eligible for this assistance may include households that are in imminent danger of eviction, foreclosure or homelessness or are currently homeless," said DHS Secretary Linda Reneé Baker.
"The family also must document a temporary economic crisis beyond their control, evidenced by at least one of the following conditions:
- loss of employment
- medical disability or emergency
- loss or delay of some form of public benefit
- natural disaster
- substantial change in household composition
- victimization by criminal activity
- illegal action by a landlord
- displacement by government or private action; or
- some other condition which constitutes a hardship comparable to the other conditions mentioned above.
The household must be able to demonstrate an ability to meet the prospective rental or utility obligations after the assistance has been granted based on current or anticipated income.
Homeless Prevention funds are designated for each of Illinois' Homeless Services Continuum of Care systems. As part of the program, each Continuum of Care system was asked to describe current homeless prevention activities in their area, design an implementation plan for homeless prevention, prepare an outreach plan for appropriate provider and consumer participation, and coordinate efforts with existing homeless prevention agencies.
