Liquor Control Commission September Underage Compliance Report

SPRINGFIELD – In September the Illinois Liquor Control Commission (ILCC) conducted compliance checks around the state and visited 252 businesses licensed to sell liquor.  They cited 68 licensees for violations of liquor control laws.  Seventy-three percent of the licensees visited complied with Illinois liquor laws and refused to serve underage customers.

This report is a result of ongoing undercover and cooperative law enforcement operations conducted by Illinois Liquor Control Commission (ILCC) agents and local law enforcement officials and volunteers from high schools and colleges.  The teams randomly visit liquor stores, restaurants and bars in communities around the state to check for ongoing compliance with state laws mandating that no liquor is sold to minors under the age of 21. ILCC agents also work with local and state law enforcement agents to focus on communities with a high incidence of underage liquor sales.

City of Champaign - On September 1st, 2011 the ILCC and the Champaign Police Department conducted underage alcohol compliance checks in conjunction with “Operation Back to School”. Of the 14 licensees checked, five sold alcohol to ILCC underage participants. Those licensees were:

• Circle K # 1300, 2315 W. Springfield, Champaign
• Geovanti’s, 410 E. Green, Champaign
• The Clybourne, 706 S. 6th, Champaign
• Campus Liquor, 312 E. Green, Champaign
• Hilton Garden Inn, 1501 S. Neil, Champaign

City of DeKalb – On September 8th, 2011 the ILCC and the Dekalb Police Department conducted underage alcohol compliance checks in the City of Dekalb in conjunction with “Operation Back to School”. Of the 18 licensees checked, one licensee sold alcohol to ILCC underage participants. That licensee was:

• Otto’s, 118 E. Lincoln Hwy, DeKalb
 

Edgar County – On September 15th, 2011 the ILCC, the Paris Police Department and the Edgar County Sheriff’s Department conducted underage alcohol compliance checks in Edgar County. Of the 16 licensees checked, three sold alcohol to ILCC underage participants. Those licensees were:

• Shooter’s, 106 N. Main, Paris
• Homer’s Liquor, 110 W. Union, Paris
• Pizza Hut # 2826, 722 E. Crawford, Paris

Edwardsville – On September 15, 2011, an ILCC Special Agent assisted by Edwardsville Police Department conducted a “Back to School” Underage Compliance Check at 25 businesses in Edwardsville.  Three of the targeted businesses failed.  The licensees that failed were:

• Club Centre MotoMart  #1 Club Centre Dr., Edwardsville
• Encore Wine Bar at the Wilkey, 250 N. Main St., Edwardsville
• Cleo’s   1013 N. Main St., Edwardsville

Hancock & McDonough Counties – On September 22nd, 2011 the ILCC and the Illinois State Police District # 14 conducted alcohol underage compliance checks in Hancock & McDonough Counties. Of the 11 licensees checked, six sold alcohol to ILCC underage participants. Those licensees were:

• Gold Hills Golf Club, 10980 E. 900th Street, Colchester
• The Pop a Top, 119 S. Side Square, Plymouth
• Suzy Q’s, 108 Main, Augusta
• The Office, 14-15 W. Main, Basco
• Whitney Billiard Café, 1021 Broadway, Hamilton
• County Market Carthage, 408 Walnut Street, Carthage

Mason County – On September 26, 2011, an ILCC Special Agent assisted by ISP District # 9 conducted a “Back to School” Underage Compliance Check at 10 businesses in Mason County.  Two of the targeted business failed.  The licensees that failed were:

• Stupid’s, 118 S. Tonica, Mason City 
• Thomtons Gas & Food #367,  420 W. Dearborn, Havana 

Massac and Union Counties – On September 15, 2011, an ILCC Special Agent assisted by ISP District # 22 conducted a “Back to School” Underage Compliance Check at 20 businesses in Massac and Union Counties.  Five of the targeted business failed.  The Licensees that failed were:

• The Bridge Inn, Inc., 105 E. 2nd Street, Brookport
• The Grill, 310 Ferry Street, Metropolis
• Bob’s Tavern, 122 E. Davie Street, Anna
• Bluefish Liquor & Cigars, 153 E. Vienna Street, Anna
• Casey’s General Store, 202 E. Vienna Street, Anna  

Rockford – On Thursday, September 1, 2011 LCC Special Agents and Illinois State Police (ISP) District 16 conducted a UAC Detail in the area.  Fifteen targets were tested and four failed.  The sellers were charged by the ISP.

• Rockview Tap, 2002 Broadway, Rockford
• Kwik Mart, 1203 7th Street, Rockford
• Image, 5224 Auburn, Rockford
• Rathskeller Sausage Shoppe, 1132 Auburn Street, Rockford

Rockford – On September 15, with the assistance of ISP District 16, an Underage Compliance Detail was conducted by Agents of the ILCC.  Of the 12 targets tested, two sales were made.  The sellers were charged by the ISP.  The violators are:

• Mary’s Place, 602 N Madison, Rockford
• 2 Wheel Inn, 4433 Auburn, Rockford

Rock Island & Henry Counties– On September 20th, 2011 the ILCC and Illinois Secretary of State Police conducted underage alcohol compliance checks in Henry & Rock Island Counties. Of the 16 licensees checked, seven sold alcohol to ILCC underage participants. Those licensees were:

• Colona Liquor, 301 1st Ave, Colona
• Habanero’s Mexican Cuisine, 4500 16th St. Unit 298, Moline
• Red Ginger Japanese Cuisine, 4500 16th St., Moline
• Los Agaves
• 3939 16th St., Moline
• T-Mart, 5403 4th Avenue, Moline
• Bad Boyz Pizza, 313 16th, St., Moline
• Osco Drug # 3122, 2014 1st, Street, Moline

Rock Island County – On September 27th, 2011 the ILCC & the Secretary of State Police conducted underage compliance checks in Rock Island County. Of the 20 licensees checked, seven licensees sold alcohol to ILCC underage participants. Those licensees were:

• El Patron Restaurant& Bar, 1806 2nd Ave, Rock Island
• Stop & Save, 1501 7th Ave. Rock Island
• Shop & Go, 2739 11th, Street, Rock Island
• Kum & Shop, 2691 11th Street, Rock Island
• Mulligan’s Valley Pub, 310 W. 1st Avenue, Coal valley
• Torchlight Lounge, 1800 18th, Avenue, East Moline
• 4 Start Discount Liquor, 1818 18th, Avenue, East Moline

Springfield – On September 17, 2011, an ILCC Special Agent assisted by ISP District # 9 conducted a “Back to School” Underage Compliance Check at 13 businesses in Springfield.  Six of the targeted businesses failed.  The licensees that failed were:

• Billy’s Bar & Grill   2390 Fox Bridge Rd, Springfield
• Brooklyn Tavern   1901 S. 15th St, Springfield
• Scandals   126 E. Jefferson, Springfield                        
• Catch 22   11 W. Old State Capitol Plaza, Springfield 
• Bar None   427 E. Monroe St., Springfield                    
• Bob & Rita’s Corner   933 N. Grand Ave, Springfield 

Sterling – On 09/12/2011 an ILCC Special Agent and a Detective from the Sterling PD conducted an underage compliance detail in the city of Sterling.  Sixteen businesses were checked during the detail.  Six of the 16 businesses were issued violations for allegedly selling alcohol to minors.  The businesses were:

• Applebee’s Neighborhood Grill, 3920 East Lincoln Way, Sterling
• Expresslane, 2402 East Lincoln Way, Sterling
• M & D Sports Bar and Grill, 707 Freeport Road, Sterling
• Broadway Express Liquors, 301 Broadway, Sterling
• Champs, 216 Locust, Sterling
• Peterson’s Bullseye Bar & Grill, 103 West 3rd Street, Sterling

Tazewell & Peoria Counties – On September 19th, 2011 the ILCC and the Illinois Secretary of State Police conducted underage alcohol compliance checks in Tazewell and Peoria Counties. Of the 16 licensees checked, seven sold alcohol to ILCC underage participants. Those licensees were:

• Nijher Mart, 602 Peoria St, Washington
• American Liquor & Food Mart, 1218 Peoria St. Washington
• Tequila’s Mexican Bar & Grill, 1964 Freedom Dr. Washington
• Peoria Pizza Works, 3921 N. Prospect, Peoria Heights
• Heights BP, 4430 N. Prospect, Peoria Heights
• Discount Smoke Shop, 909 McKinley, Bartonville
• Illico Apollo Mart, 2126 S. Airport RD, Bartonville

City of Urbana – On September 8th, 2011 the ILCC and the Urbana police Department conducted underage alcohol compliance checks in conjunction with “ Operation Back to School “. Of the 15 licensees checked, one sold alcohol to ILCC underage participants. That licensee was;

• Rosati’s Pizza of Urbana, 701 S. Gregory, Urbana

Warren & Henderson Counties – On September 21st, 2011 the ILCC and the ISP District # 14 conducted underage alcohol compliance checks in Warren & Henderson Counties. Of the 15 licensees checked three sold alcohol to ILCC underage participants. Those licensees were:

• Roseville Lane, 120 E. Penn, Roseville
• Tom & Linda Food Store, 205 E. Cherry, Kirkwood
• Day Break, 101 S. 8th, Oquawka
