Governor Quinn Announces $119.5 Million Investments for Chicago Area Construction Projects

CHICAGO - Governor Pat Quinn today announced investments of more than $119.5 million for construction projects in the Chicago area. The road, bridge and college projects in Cook, DuPage, Kane, Lake, McHenry and Will Counties are all part of his $31 billion Illinois Jobs Now! capital construction program, and address critical infrastructure needs in central Illinois.

"I led passage of the Illinois Jobs Now! program immediately after taking office in 2009 because the state had gone nearly ten years without major capital construction legislation to repair and maintain the state's infrastructure," Governor Quinn said. "With Illinois Jobs Now!, we've been able to put hundreds of thousands of people to work on badly needed construction jobs while making the Chicago area a better place to live and work."

The projects will be managed by the Illinois Department of Transportation (IDOT) except where noted.

Cook County

Bridge rehabilitation, including widening and ramp modifications, will be done on Illinois Route 71 southbound beginning north of the Illinois Route 171/Archer Rd. intersection continuing more than two miles to 44th Street in McCook, Lyons and Summit for $26,181,458 by Lorig Construction Company of Des Plaines, the lowest of three bidders.

147th Street will receive pavement resurfacing within the Villages of Midlothian and Oak Forest for $994,106 by Gallagher Asphalt Corporation of Thornton, the lowest of four bidders.

Illinois Route 58 will receive more than two miles of HMA surface removal, PCC surface removal and resurfacing with HMA polymerized leveling binder and surface course in the Villages of Glenview, Morton Grove and Niles for $3,242,487 by Arrow Road Construction Company of Mt. Prospect, the lowest of four bidders.

Kirchoff Road will receive more than a mile of HMA milling and resurfacing, pavement patching, curb and gutter and sidewalk repair between New Wilke Road and Central Road within the Village of Arlington Heights for $732,583 by Arrow Road Construction Company of Mt. Prospect, the lowest of four bidders.

Michigan Avenue will receive 0.658 miles of pavement resurfacing from Garfield Boulevard to 60th Street in the City of Chicago and Hyde Park Township for $517,777 by Gallagher Asphalt Corporation of Thornton, the lowest of three bidders.

The bridge carrying Illinois Route 171 over I-55 will receive replacement of the structure and construction of a ramp from Illinois Route 171 to the structure over I-55 in Summit for $8,811,642 by Dunnet Bay Construction Company of Glendale Heights, the lowest of five bidders.

Dempster Street will receive more than a mile of pavement resurfacing within the city of Evanston for $898,534 by Arrow Road Construction Company of Mt. Prospect, the lowest of five bidders.

The intersection of Illinois Route 68 and Portwine Road in Wheeling will receive a new traffic signal for $143,026 by Home Towne Electric, Inc. of Lake Villa, the lowest of four bidders.

25th Avenue will receive construction of a grade separation structure including removal and replacement of curb and gutter, sidewalk and pavement, building removal, drainage, street lighting, pavement markings, signing and landscaping from St. Charles Road to Lake Street over the Union Pacific Railroad in the Village of Melrose Park for $17,246,409 by Herlihy Mid-Continent Company of Romeoville, the lowest of five bidders.

South Cook County will receive LED installation at various locations for $633,312 by H & H Electric Co. of Franklin Park, the lowest of four bidders. Other south Cook County locations will receive LED installations for $871,005 by H & H Electric Co., the lowest of five bidders.

The University of Illinois Chicago campus' Daley Building will have its HVAC system upgraded in a project managed by the Illinois Capital Development Board (CDB). The ventilation contract went to Mechanical Concepts of Illinois, Romeoville, for $1,482,000, the lowest of four bids. The electrical contract was awarded to Argon Electric Co., Inc. of Buffalo Grove, the lower of two bidders at $68,500.

Also at the University of Illinois Chicago, numerous campus improvements will be made, including replacing windows, elevators, lighting systems, fire alarm systems and tuckpointing in various campus buildings. The work also includes installing an emergency generator, fire alarm and sprinkler systems to the College of Dentistry building; replacing windows, upgrading the building envelopes on the College of Medicine West and East buildings; and the abatement of asbestos-containing materials. The project is being managed by the CDB. The contracts awarded for the job include: ventilation, Mechanical Concepts of Illinois, of Romeoville, $4,630,000, the lowest of four bids; general construction, Paul Borg Construction Company of Chicago, $2,619,324, the lowest of three bids; sprinklers, Great Lakes Plumbing & Heating of Chicago, $1,772,000, the lowest of three bids; asbestos abatement, Kinsale Contracting Group, Inc. of Westmont, $812,600, the lowest of three bids; electrical, Linear Electric, Inc. of Orland Park, $3,459,615, the lowest of four bids; HVAC, Ideal Heating Company of Brookfield, $2,961,999, the lowest of five bids; and plumbing, A & H Plumbing and Heating Company of Elk Grove Village, $98,448.

Phase three of a project to construct an engineered materials arrestor system will be done at Chicago Executive Airport in Wheeling for $5,950,275 by Curran Contracting Company of Crystal Lake, the lowest of four bidders. The IDOT Division of Aeronautics will manage the projects, which includes federal, state and local funding.

Cook and Kane Counties

Illinois Route 68 will receive 2.95 miles of resurfacing, shoulders and rumble strips from Prairie Lake Road to Illinois Route 62 in Barrington Hills and East Dundee for $2,861,059 by Plote Construction, Inc. of Hoffman Estates, the lowest of three bidders.

Cook and Lake Counties

Illinois Route 21 will receive more than five miles of roadway resurfacing from Lake-Cook Road to Illinois Route 60 in the Villages of Buffalo Grove, Riverwoods, Lincolnshire and Vernon Hills for $5,445,877 by Arrow Road Construction Company of Mt. Prospect, the lowest of four bidders.

Cook and Will Counties

Illinois Route 1 will receive more than four miles of resurfacing improvement from Union Avenue to Joe Orr Road within the Village of Steger, South Chicago Heights, and in the City of Chicago Heights for $3,297,928 by Iroquois Paving Corporation of Watseka, the lowest of three bidders.

DuPage County

The intersection of 75th Street and Plainfield-Naperville Road in Naperville will receive roadway widening for the addition of turn lanes, resurfacing and traffic signal modernization for $1,090,564 by D Construction, Inc. of Coal City, the lowest of seven bidders.

Kane County

Illinois Route 68 will receive more than a mile of resurfacing from Illinois Route 72 to Prairie Lake Road in Carpentersville and East Dundee for $709,574 by Plote Construction, Inc. of Hoffman Estates, the lowest of three bidders.

Illinois Route 72 will receive more than three miles of resurfacing from U.S. 20 to I-90 in Pingree Grove for $1,672,588 by J. A. Johnson Paving Company of Arlington Heights, the lowest of five bidders.

Ohio Street will receive roadway construction and widening, pavement removal, earth and furnished excavation, curb and gutter removal and replacement, retaining walls, guardrail, storm sewer, drainage adjustment, landscaping and striping from Rural Street to Indian Avenue, and the structure carrying Ohio Street over the BNSF Railfroad and Indian Creek will be removed and replaced by a five-span structure in the City of Aurora for $7,802,273 by D Construction, Inc. of Coal City, the lowest of five bidders.

Lake County

Illinois Route 21 will receive resurfacing from Church Street to Illinois Route 60 in Libertyville and Vernon Hills for $4,284,884 by Plote Construction, Inc. of Hoffman Estates, the lower of two bidders.

Illinois Route 83 will receive drainage improvements from south of Library Lane to south of Center Street in Grayslake for $270,692 by Copenhaver Construction, Inc. of Gilberts, the lowest of six bidders.

Phase three of the perimeter fence project at Waukegan National Airport will be completed for $850,516 by GFS Construction, LLC of Libertyville, the lower of two bidders. The Illinois Department of Transportation, Division of Aeronautics will manage the projects, which includes federal, state and local funding.

McHenry County

Illinois Route 176 will receive milling and resurfacing from Illinois Route 47 to U.S. 14 in Woodstock and Crystal Lake for $1,158,045 by Arrow Road Construction Company of Mt. Prospect, the lowest of five bidders.

South Main Street will receive milling, base course widening, binder and surface courses, patching, curb and gutter replacement, sidewalk replacement, storm sewer and drainage structure adjustment, roadway lighting, traffic signal installation, landscaping and striping from U.S. Route 14 to James R. Rakow Road in Crystal Lake for $5,712,800 by Copenhaver Construction, Inc. of Gilberts, the lowest of five bidders.

Will County

U.S. 45 will receive more than 1.8 miles of resurfacing and overlaying of existing concrete pavement from north of Birch Avenue to north of Colorado Avenue in the Village of Mokena and Frankfort for $1,515,693 by D Construction, Inc. of Coal City, the lowest of six bidders.

Advanced embankment will be done on Ramps A and B on I-55 at Weber Road in Bolingbrook and Romeoville for $373,495 by D Construction, Inc. of Coal City, the lowest of four bidders.
