Governor Quinn Announces $48.9 Million Investments for Metro East Area Construction Projects

SPRINGFIELD - Governor Pat Quinn today announced investments of more than $48.9 million for construction projects in the Metro East area. The road projects in Bond, Clinton, Madison, Randolph and St. Clair Counties are all part of his $31 billion Illinois Jobs Now! capital construction program and address critical infrastructure needs in central Illinois.

"I led passage of the Illinois Jobs Now! program immediately after taking office in 2009 because the state had gone nearly ten years without major capital construction legislation to repair and maintain the state's infrastructure," Governor Quinn said. "With Illinois Jobs Now!, we've been able to put hundreds of thousands of people to work on badly needed construction jobs while making the Metro East area a better place to live and work."

The projects will be managed by the Illinois Department of Transportation (IDOT) except where noted.

Bond County

Illinois Route 127/140 will receive 5.3 miles of resurfacing, patching and curb ramp updates from 0.1 mile north of the Illinois Route 140 Junction to Sale Barn Avenue for $3,598,200 by Christ Bros. Asphalt, Inc. of Lebanon, the lower of two bidders.

The entrance road and parking lot at Greenville Airport will be rehabilitated for $205,136 by Howell Paving, Inc. of Mattoon, the lower of two bidders. The IDOT Division of Aeronautics will manage the project, which includes federal, state and local funding.

Clinton County

A project at the Carlyle Lake State Fish and Wildlife Area will include water control measures such as constructing an earthen berm, installing culverts with water control structures, clearing timber and underbrush, and providing erosion control. Stutz Excavating, Inc. of Alton was the lowest of four bidders at $215,999. The project will be managed by the Illinois Capital Development Board.

Madison County

Interstate 55 will receive 0.16 miles of bridge deck replacement, minor steel repair, bridge painting, and minor resurfacing/median reconstruction for $2,375,000 by Thiems Construction Company, Inc. of Roxana, the lowest of six bidders.

Interstate 70 will receive pavement patching, pavement reconstruction, milling, resurfacing, guardrail and bridge repair for $29,944,876 by The Kilian Corporation of Mascoutah.

Illinois Route 3 will receive 2.06 total miles of resurfacing from 0.2 miles south of Broadway Street in East Alton to Illinois Route 143 in Wood River, and along Illinois Route 143 from 0.1 miles East of Broadway Street to 0.3 miles east of Discovery Parkway in Alton for $1,723,335 by Charles E. Mahoney Co. of Swansea, the lower of two bidders.

Madison and St. Clair Counties

Wells in East St. Louis and Venice will be treated for $589,682 by Layne Christensen Company of the Woodlands, Texas.

Randolph County

More than 1450 feet of repairs will be done on the bridge carrying Roots Road over Kaskaskia River and 399 feet of deck replacement on the structure carrying Roots Road over the Union Pacific Railroad in Evansville for $2,447,634 by Halverson Construction Co., Inc. of Springfield, the lowest of three bidders.

Illinois Route 4 will receive 1.94 miles of resurfacing from 0.3 miles north of Stevenson Drive to Illinois Route 154 in Sparta for $1,289,278 by Christ Bros. Asphalt, Inc. of Lebanon, the lowest of three bidders.

St. Clair County

MidAmerica Airport in Mascoutah will receive airfield lighting improvements and a new visual approach system for $540,756 by Brown Electric, Inc. of Goreville, the lowest of four bidders. The IDOT Division of Aeronautics will manage the project, which includes federal, state and local funding.

6th Street will receive PCC sidewalk, detectable warnings, sidewalk removal, combination concrete curb and gutter removal and signing from Winchester Street to Poplar Street in the City of Mascoutah for $132,601 by Fournie Contracting Company, Inc. of Belleville, the lowest of five bidders.

Baldwin Road will receive roadway reconstruction including HMA pavement, lime modified soil subgrade, aggregate and HMA shoulders, drainage structures and thermoplastic pavement marking from The Randolph County line to Risdon School Road for $1,742,800 by Christ Bros. Asphalt, Inc. of Lebanon, the lower of two bidders.

Illinois Route 159 will receive 3.71 miles of milling, resurfacing, patching and guardrail improvements from 0.1 mile north of Fountains Parkway in Fairview Heights to 0.1 miles north of Rosewood Village Drive in Swansea for $4,334,055 by Keeley & Sons, Inc. of East St. Louis, the lower of two bidders.

The projects are part of Governor Quinn's $31 billion Illinois Jobs Now! program, which will support more than 439,000 jobs over six years. Illinois Jobs Now! is the largest construction program in Illinois history, and is one of the largest construction programs in the nation.
