Governor Quinn Announces $25.8 Million Investments for Southern Illinois Construction Projects

SPRINGFIELD - Governor Pat Quinn today announced investments of more than $25.8 million for construction projects in southern Illinois. The road, state facility and airport projects in Alexander, Franklin, Hardin, Jefferson, Lawrence, Marion, Perry, Pope, Pulaski, Saline, Union, White and Williamson Counties are all part of his $31 billion Illinois Jobs Now! capital construction program, and address critical infrastructure needs in central Illinois.

"I led passage of the Illinois Jobs Now! program immediately after taking office in 2009 because the state had gone nearly ten years without major capital construction legislation to repair and maintain the state's infrastructure," Governor Quinn said. "With Illinois Jobs Now!, we've been able to put hundreds of thousands of people to work on badly needed construction jobs while making southern Illinois a better place to live and work."

The projects will be managed by the Illinois Department of Transportation (IDOT) except where noted.

Alexander County

The structure south of Cairo carrying U.S. Route 60/62 over the Mississippi River will receive 0.980 miles of floor beam repair, structural steel repairs and joint work for $2,781,232 by St. Louis Bridge Construction Company, Inc. of Arnold, Mo., the lowest of three bidders.

Franklin County

Illinois Route 148 will receive four miles of pavement patching, milling, resurfacing, HMA shoulders and pavement marking for $1,333,126 by Southern Illinois Asphalt Co., Inc. of Marion, the lower of two bidders.

Hardin County

More than 300 feet of sheet piling wall will be constructed at Brussels Ferry and Illinois Route 100 for $1,448,194 by Sangamo Construction Company of Springfield, the lowest of seven bidders.

Illinois Route 1 will receive more than nine miles of pavement patching, milling, resurfacing, aggregate shoulders and pavement marking beginning at the Gallatin County Line and proceeding southeast ending at Main Street in Cave in Rock for $2,656,805 by E. T. Simonds Construction Company of Carbondale, the lower of two bidders.

Jefferson County

A shared-use trail will be constructed along Veterans Memorial Drive and South 34th Street, including grading, curb and gutter ramps and drainage adjustments in the City of Mt Vernon for $346,098 by Pinoy Construction, Inc. of Harrisburg, the lowest of three bidders.

Taxiways B and E at Mt. Vernon Airport will be rehabilitated for $318,260 by E.T. Simonds Construction Company of Carbondale, the lower of two bidders. The Illinois Department of Transportation, Division of Aeronautics will manage the projects, which includes federal, state and local funding.

Lawrence County

The Lawrence Correctional Center will see a failed underground piping system replaced with an above-ground piping system, including a water softener system, make-up water meter and fresh glycol. The Illinois Capital Development Board will manage the project. The general construction will be performed by Grunloh Construction, Inc. of Effingham for $181,000, the lower of two bids. The HVAC work will be done by A & R Mechanical Contractors, Inc. of Urbana, the lowest of three bids at $165,000. The electrical contract to restore power was awarded to Pals Electric, Inc. of Teutopolis, the lower of two bidders at $160,777.

Marion County

Boone Street will receive 1.22 miles of HMA resurfacing and sidewalk improvements from west of Roddy Road to Miller Avenue in the City of Salem for $321,184 by Howell Paving, Inc. of Mattoon.

Electrical improvements will be made to Runway 18/36 at the Centralia Municipal Airport for $494,681 by J.F. Edwards Construction Company of Geneseo. The IDOT Division of Aeronautics will manage the project, which includes federal, state and local funding.

The restrooms at the Post Oak Rest Areas along north and southbound I-57 will be renovated in a project managed by the Illinois Capital Development Board. R & W Builders, Inc. of Belleville was the lowest of six bidders at $176,177.

Perry County

Illinois Route 154 will receive 0.23 miles of bituminous resurfacing for $1,461,248 by E. T. Simonds Construction Company of Carbondale.

Pope and Hardin Counties

Illinois Route 146 will receive 9.14 miles of HMA milling, HMA surfacing, level binder, aggregate shoulders, patching, pavement marking and raised reflective pavement markers west of Illinois Route 34 in Hardin County and extending west to the intersection of Illinois Route 146 and Main Street in Golconda for $2,046,987 by Southern Illinois Asphalt Co., Inc. of Marion, the lower of two bidders.

Pulaski County

Illinois route 37 will receive 9.25 miles of pavement patching, milling, leveling binder, and HMA surface course for $2,123,161 by Southern Illinois Asphalt Co., Inc. of Marion, the lower of two bidders.

Saline County

A partial parallel taxiway for runway 6/24 will be constructed at Harrisburg-Raleigh Airport for $926,449 by E.T. Simonds Construction Company of Carbondale. The Illinois Department of Transportation, Division of Aeronautics will manage the projects, which includes federal, state and local funding.

The bridge located 1.30 miles north of Harrisburg over Bankston Fork will be removed and construction of a single span PPC deck beam bridge and approach reconstruction will be done for $245,055 by Perry County Construction Company of Herrin, the lower of two bidders.

Union County

Life safety improvements will be done at Choate Mental Health and Developmental Center in a project managed by the Illinois Capital Development. The work includes repairing and replacing elements in 18 buildings to achieve compliance with applicable life safety codes and standards. Asbestos abatement will be done by General Waste Services, Inc. of Alton, the lower of two bidders at $1,445,000. Electrical work will be done by F.W. Electric, Inc. of Benton for $3,415,920, the lower of two bids; plumbing, Southern Illinois Piping Contractors of Carbondale, $221,500, the lower of two bidders; sprinklers, Automatic Fire Sprinkler LLC of Normal, the lower of two bidders at $235,680; ventilation, Heartland Mechanical Contractors Inc. of Murphysboro, $262,500; and general construction, Bruce Unterbrink Construction Inc. of Greenville, $2,788,031, the lowest of six bidders.

White County

Removal of the existing structure and construction of a single span PPC deck beam bridge, earthwork and aggregate surface course will be done on the bridge over Lick Creek, 2 miles northeast of Norris City for $151,155 by Perry County Construction Company of Herrin, the lowest of three bidders.

The bridge located 5.30 miles south of Phillipstown over Sandy Slu will be removed and construction of a PPC deck beam bridge, earthwork and aggregate surface course will be done for $387,900 by Perry County Construction Company of Herrin, the lowest of three bidders.

U.S. 45 will receive 3.45 miles of HMA surfacing, leveling binder, surface removal and pavement patching for $990,715 by E. T. Simonds Construction Company of Carbondale.

Williamson County

The Southern Illinois University Carbondale's Carterville Campus will be demolished in a project managed by the Illinois Capital Development Board. This facility was the previous Transportation Education Center site and the building is being demolished as a result of the opening and operation of the new Transportation Education Center. The work includes demolishing approximately 94,000 square feet of buildings and roadways located at the Carterville campus, including abating asbestos-containing materials, disconnecting utilities and providing fill, grading and final seeding. The asbestos abatement will be performed by General Waste Services Inc. of Alton, the lowest of four bidders at $1,107,105. The general construction work will be done by Fager-McGee Commercial Construction of Murphysboro for $455,000, the lowest of eight bids.

Eight bridge decks on I-57 will receive crack sealing for $109,001 by Pinoy Construction, Inc. of Harrisburg, the lower of two bidders.
