Newtown Parents Join Governor Quinn to Press Illinois Lawmakers on Gun Control
New Legislation Introduced Friday Bans the Sale of High-Capacity Ammunition Magazines in Illinois
CHICAGO – Parents who suffered unfathomable loss during the tragedy in Newtown, Conn., today joined Governor Pat Quinn, Senate President John Cullerton and Senator Dan Kotowski to urge lawmakers to ban the sale of high-capacity ammunition magazines in Illinois. Recent shootings such as in Newtown, where a gunman fired 154 bullets in less than five minutes, have put a spotlight on the extreme and unnecessary danger posed by high-capacity magazines. To enact safeguards in Illinois, Sen. Kotowski on Friday filed legislation - Senate Bill 1002 - to ban the sale of these weapons throughout the state.

More Than 800 Homes Damaged by Floods in 16 Counties
SPRINGFIELD – Governor Pat Quinn today asked the federal government to add 16 Illinois counties to a recent federal disaster declaration for 11 counties hit by widespread flooding in mid-April. Counties included in today’s request are Bureau, Crawford, Henderson, Knox, Livingston, Marshall, Mason, McDonough, Peoria, Putnam, Rock Island, Schuyler, Stark, Tazewell, Warren and Woodford.

SPRINGFIELD – Governor Pat Quinn today praised American Federation of State, County and Municipal Employees (AFSCME) Council 31 members’ final ratification of a new union contract covering approximately 35,000 state employees. Negotiations took more than 15 months and the agreement received final ratification by AFSCME members in a vote that concluded yesterday. Unemployment Rate Declines to 9.3 Percent
April Shows Job Growth Over Year; Loss Over Month
CHICAGO – The April unemployment rate fell to 9.3 percent from 9.5 percent in March, according to preliminary data released today by the U.S. Bureau of Labor Statistics (BLS) and the Illinois Department of Employment Security (IDES). There were -2,000 fewer jobs over the month yet +40,300 more jobs than one year ago. The data is seasonally adjusted.

New American Sign Language Videos will Help Deaf, Hard of Hearing Prepare for Disasters

SPRINGFIELD – Information on how to prepare for tornadoes, severe storms and flooding is now available for people who are deaf and hard of hearing in a series of new videos that use American Sign Language (ASL) and are fully captioned. The new videos join 11 other ASL and captioned disaster preparedness videos developed by the Illinois Deaf and Hard of Hearing Commission (IDHHC) and the Illinois Emergency Management Agency (IEMA).

2013 Click It or Ticket Memorial Day Mobilization Kicks Off in Illinois
Police step up enforcement 24/7 as IDOT data show unbuckled fatalities increase in late-afternoon hours
Chicago – The Illinois Department of Transportation (IDOT) today announced the kickoff of the 2013 Click It or Ticket mobilization, running now through Memorial Day. Young males, 18-34, represented a third of the 955 people who died on Illinois roadways last year, accounting for 317 deaths. Bringing this message home was seat belt advocate, Melissa Ledezma, who discussed her family’s crusade to save lives by wearing seat belts after losing their teenage son in a crash while not buckled up.

TeleServe Certification Number to Change
Saves $2 Million; Internet Remains Preferred Option
CHICAGO – On May 16, the TeleServe certification number will change to (312) 338-4337 (IDES). The current TeleServe number will be in use through the end of the day on May 15. Internet certification does not change and remains the preferred method for timeliness and accuracy, the Illinois Department of Employment Security (IDES) said today. The change will save Illinois taxpayers $2 million each year.

Liquor Control Commission March Underage Compliance Report
SPRINGFIELD – In April the Illinois Liquor Control Commission (ILCC) conducted compliance checks around the state and visited 68 businesses licensed to sell liquor. They cited 11 licensees for violations of liquor control laws. Seventy-four percent of the licensees visited complied with Illinois liquor laws and refused to serve underage customers.

Governor Quinn Announces Fiscal Year 2013 Tax Revenue to Exceed Forecast by $1.3 Billion
Additional Funding to Help Pay Down Backlog of Old Bills
CHICAGO – Governor Pat Quinn today announced that fiscal year 2013 income tax revenues will exceed the Illinois Department of Revenue’s forecast by approximately $1.3 billion. This is a one-time revenue stream, generated from businesses and individuals selling assets or receiving early dividends, bonuses or other income in anticipation of higher federal tax rates for tax year 2013. The additional revenue will be used to pay down the state’s backlog of bills, a result of decades of financial mismanagement.

CHICAGO – Governor Pat Quinn today vetoed Senate Bill 9, which would have allowed Illinois’ large electric utilities to undermine the state’s oversight and enact an estimated $70 million rate hike. ROCHELLE – Governor Pat Quinn today was joined by U.S. Transportation Secretary Ray LaHood, Federal Railroad Administration Administrator Joseph Szabo and Nippon Sharyo Ltd. Chairman Katsuyuki Ikushima to announce the expansion of the Nippon Sharyo passenger railcar factory in Rochelle. The $54 million expansion will create about 80 permanent local jobs and about 200 construction jobs, and will help Nippon Sharyo fulfill railcar orders from Illinois’ METRA, California’s CalTrans and other transportation systems. Governor Quinn personally recruited Nippon Sharyo to Illinois, and today’s announcement is part of the governor’s agenda to drive Illinois’ economy forward and create jobs.

IDOT to Premiere Cost-Saving Recycled Hot Mix Asphalt in Upcoming Projects
Three Projects Using 97% Recycled Asphalt to Be Included on April Letting
SPRINGFIELD- The Illinois Department of Transportation (IDOT) today announced plans to construct three overlay demonstration sections featuring the most environmentally friendly Hot Mix Asphalt (HMA) surface mixture ever developed in Illinois and perhaps the nation. Dubbed “Total Recycle Asphalt,” the HMA paving mixture contains more than 97 percent reclaimed and recycled materials. The demonstration projects using total recycle asphalt are on the April 26 letting and are expected to reduce paving costs.

MARSEILLES – Governor Pat Quinn continued to survey devastation caused by last week's heavy rains and flooding, today traveling to Marseilles, Ottawa, North Utica and Morris along the Illinois River. Governor Quinn also added Ogle and Stark counties to his state disaster declaration, bringing the number of counties that can now get expanded access to state emergency resources to 44 and allowing the state to pursue federal relief and support. Marseilles has seen some of the worst damage in the state, including evacuation of more than 60 residents at a nursing home, over 200 voluntary home evacuations and the closure of a 700-student elementary school.

Flooding Creates Dangerous Driving Conditions in Illinois

March Unemployment Rate Holds at 9.5 Percent
Job Growth Up Over Year Yet Down Over Month
CHICAGO – The March unemployment rate was 9.5 percent, unchanged from February, according to preliminary data released today by the U.S. Bureau of Labor Statistics (BLS) and the Illinois Department of Employment Security (IDES). As expected, Illinois recorded -17,800 fewer jobs compared to February even as it added +36,600 over March 2012. The data is seasonally adjusted.

Governor Quinn Announces $2 Million in Fire Protection Grants Awarded to 96 Illinois Communities
Grants to Help Purchase Protective and Life Saving Equipment
SPRINGFIELD – Governor Pat Quinn today joined Illinois State Fire Marshal Larry Matkaitis to announce that a total of 96 fire departments across the state will share $2 million in grant funds to purchase small equipment, protective clothing, breathing apparatus and other tools for firefighters. Liquor Control Commission March Underage Compliance Report
SPRINGFIELD – In March the Illinois Liquor Control Commission (ILCC) conducted compliance checks around the state and visited 220 businesses licensed to sell liquor. They cited 28 licensees for violations of liquor control laws. Eighty-seven percent of the licensees visited complied with Illinois liquor laws and refused to serve underage customers.

IDOT and Safety Partners Announce Winning Schools for 2012-13 Operation Teen Safe Driving Program
Illinois Teen Fatalities Continue Downward Trend
SPRINGFIELD — The Illinois Department of Transportation, the Ford Motor Company Fund, The Allstate Foundation, Illinois Secretary of State Jesse White and the Illinois State Police (ISP) today announced the seven winning schools from the 2012-13 Operation Teen Safe Driving (OTSD) program. OTSD began in 2007 and, since then, annual teen fatality numbers in automobile crashes have dropped by more than half in Illinois. The program includes the support of Governor Pat Quinn, the Illinois State Board of Education and the national Governor’s Highway Safety Association.

Tax Filing Deadline Two Weeks Away
CHICAGO – The Illinois Department of Revenue reminded taxpayers that there are just two weeks before the traditional April 15 filing deadline. To date, the Department has processed almost 3.2 million tax returns and has issued more than $745 million in tax refunds. Taxpayers who file their returns electronically receive their refunds much faster than those who file paper returns.

Christian County Veterans’ Service Office In Taylorville Now Open Full-Time
CHICAGO – For Illinois Veterans in and near Taylorville in Christian County, getting in to meet with Veterans Service Officer Justin Jennings got a bit easier starting April 1, 2013 with the change of from a part-time to a full-time staffed office. The new hours of operation for the Christian County VSO office are 8:30 a.m. to 4:30 p.m. daily, except on State holidays. CHICAGO - More than 150 Veterans received job offers at the recent Hire Our Heroes Veteran hiring event in Chicago. The success illustrates how public-private efforts that involve the state’s hiring tool, Illinoisjoblink.com, can link employers with qualified applicants to further support the Illinois economy. Key to this year’s success was IDES’ innovative pre-registration and outreach effort. IDES leveraged its illinoisjoblink.com help-wanted hiring website to feature 63 businesses with 415 job openings. IDES called 21,000 Veterans to gather resumes. IDES then matched the skills in those Veteran resumes with the skills businesses were looking for in their job openings. IDES then worked with businesses to identify Veterans to interview at the event. This model built the foundation for 577 on-site interviews and 152 job offers.

Chicago Lighthouse to Manage Licensing Call Center
New contract offering opportunity to provide jobs for underserved communities, persons with disabilities and veterans
CHICAGO - The Illinois Department of Financial and Professional Regulation (IDFPR) today announced its contract with Chicago Lighthouse to handle more than 160,000 expected calls every year to its offices across the state. Approximately 25% of the staff is totally blind with the remaining staff being visually impaired. The call center, located at Chicago Lighthouse's headquarters on Roosevelt Road, is currently employing 20 people trained to route callers to the agency's licensing or enforcement offices. IDFPR licenses and regulates more than one million professionals and businesses in Illinois.

SPRINGFIELD – In February the Illinois Liquor Control Commission (ILCC) conducted compliance checks around the state and visited 240 businesses licensed to sell liquor. Illinois Arts Council Agency Announces Poetry Out Loud State Champion
From a competitive field of nearly 6,000 students from across the state, Rapheal Mathis, a senior from Plainfield East High School in Plainfield, received the title of 2013 Poetry Out Loud Illinois State Champion at the statewide competition hosted by the Springfield Area Arts Council in Springfield, on Friday, March 8, 2013. Mathis recited “Silence” by Thomas Hood, “Buick” by Karl Shapiro, and “The Gift” by Li-Young Lee. Cat Harmon, a senior from Auburn High School, Rockford, won first runner-up with recitations of “Ah! Why, Because the Dazzling Sun” by Emily Brontë, “I felt a Funeral in my Brain, (340)” by Emily Dickinson, and Rebecca Lindenberg’s “Carnival”. Mr. Mathis will advance to the national competition to be held in Washington, D.C., in mid-April. If Mr. Mathis is unable to attend, Ms. Harmon will represent Illinois at the national contest.

Hunters Plead Guilty to Illinois Deer Poaching Violations

Federal Government Announces Enrollment for the Pre-Existing Condition Insurance Plan (IPXP) ends March 2

CHICAGO – Illinois Department of Insurance (DOI) Director Andrew Boron today announced the federally funded Illinois Pre-Existing Condition Insurance Plan (IPXP) will no longer accept new enrollees after March 2 due to a decision by the U.S. Department of Health and Human Services. IPXP was set up as a transitional insurance program for uninsured Illinois residents with pre-existing conditions to have health coverage until the federal Affordable Care Act becomes effective on January 1, 2014. There are currently 3,360 Illinois residents enrolled under the plan who will continue to retain their coverage through the end of 2013. These IPXP enrollees, as well as the currently uninsured, will be able to purchase health insurance coverage from the Health Insurance Marketplace (formerly called Health Insurance Exchange) which will be ready for open enrollment on October 1, 2013.

IDOC Announces New I.T. Modernization Project
Offender-360 will eventually replace department’s aging system
SPRINGFIELD - The Illinois Department of Corrections (IDOC), along with Microsoft, today is announcing the implementation of a new IT modernization effort that will revolutionize the way criminal justice information is stored and shared across the state. Offender-360 is a criminal justice information system built on Microsoft Dynamics CRM Online. This new cloud-based system will be phased in over the next several years and will eventually replace the 1980s mainframe Offender Tracking System (OTS) currently utilized by the department.

Liquor Control Commission January Underage Compliance Report
SPRINGFIELD – In January the Illinois Liquor Control Commission (ILCC) conducted compliance checks around the state and visited 193 businesses licensed to sell liquor. They cited 40 licensees for violations of liquor control laws. Eighty percent of the licensees visited complied with Illinois liquor laws and refused to serve underage customers.

CHICAGO – The December 2012 unemployment rate was unchanged at 8.7 percent, according to preliminary data released today by the U.S. Bureau of Labor Statistics and the Illinois Department of Employment Security (IDES). The data is seasonally adjusted. One year ago, the December rate was 9.7 percent. Total payrolls decreased -7,600 in December 2012, nearly one-third of which were temporary layoffs with return-to-work dates in January, 2013.

Seniors warned about a scam to get cash
Dept on Aging offers clues that someone may be victim of financial exploitation
SPRINGFIELD - Illinois Department on Aging (IDoA) Director John K. Holton, Ph.D., is warning seniors about an attempt to scam seniors and steal their money. IDoA is acting to alert Illinois seniors based on a report by Springfield Police that two elderly females fell victim to the scam. In two recent cases, a man reportedly called and told the victim he works at their bank. He got the victims to share information from their bank statements and told them he believed a bank employee was stealing from their account. He asked for their help to catch the person. The man convinced the victims to make cash withdrawals from their accounts then meet with him to give him the cash. The man got away with almost seven thousand dollars.

Liquor Control Commission December Underage Compliance Report
SPRINGFIELD – In December the Illinois Liquor Control Commission (ILCC) conducted compliance checks around the state and visited 149 businesses licensed to sell liquor. They cited 37 licensees for violations of liquor control laws. Seventy-five percent of the licensees visited complied with Illinois liquor laws and refused to serve underage customers.

Cook County Court Imposes Record Penalty For Violation Of Underground Storage Tank Laws
Closed Gas Station in Chicago Heights Posed a Potential Risk of Disaster
SPRINGFIELD – The Office of the Illinois State Fire Marshal (OSFM) announced today that a Cook County Circuit Court Judge imposed a record $386,000 default judgment order against Redevelopment Enterprises, Incorporated which owns a closed gas station in Chicago Heights, Illinois. The company ignored an administrative order issued by the State Fire Marshal in 2011 to remove three 37-year old underground petroleum storage tanks from the property, according to court records. The tanks posed a risk to public safety due to the potential for explosion and environmental contamination to soil and water.

Emergency Unemployment Insurance Continues
EUC Claimants Should Certify for Benefits; IDES Still Faces Budget Cuts
CHICAGO – The federal Emergency Unemployment Compensation insurance program will continue through December 2013, the Illinois Department of Employment Security (IDES) said today. Congress this week extended the Emergency Unemployment Compensation (EUC) program as part of the on going fiscal cliff negotiations. As such, Illinois workers collecting EUC should continue to certify for benefits. Congress did not add new weeks to the federal unemployment insurance program. Therefore, individuals who exhausted EUC are not eligible for additional unemployment insurance benefits.

MAP Task Force Submits Report to General Assembly

(Springfield) - In a report delivered to the General Assembly on Monday, the Monetary Award Program (MAP) Task Force cautioned that increased demand for the successful program, coupled with rapidly increasing tuition and fees and flat program appropriations, have stretched MAP’s ability to provide sufficient grant aid to all students who are eligible to receive it.

New Law Requires Radon Testing in Day Care Centers
January is Radon Action Month
SPRINGFIELD – Parents of children in day care will be better informed about levels of radon in their child’s facility under a new law that took effect Jan. 1, 2013. Licensed day care centers and day care homes are now required to test for the radioactive gas, and beginning Jan. 1, 2014, day care centers will need to show proof the facility has been tested for radon within the last three years as part of the initial application or license renewal process.
