SPRINGFIELD - Governor George H. Ryan today signed legislation establishing a pilot program designed to test the effectiveness of pupillometers as tools to detect and measure possible impairment of Illinois motorists.

ILLINOIS FIRST TO SUPPORT NEW ALLSTATE FACILITY IN WOODRIDGE
SPRINGFIELD -- Governor George H. Ryan today announced that $257,000 in Illinois FIRST funds will be used to make roadway improvements to accommodate Allstate Insurance's new 77,000 square-foot Client Information Center in Woodridge.

GOVERNOR SIGNS LEGISLATION, ORDERS INSPECTION TEAMS TO MONITOR PRICES
SPRINGFIELD - Governor George H. Ryan today signed legislation to suspend Illinois' 5 percent sales tax on gasoline and also issued an executive order creating state "monitoring teams" to check on gas prices across the state to make sure that cost reductions are passed on to consumers. "We called our legislators to Springfield to provide some relief to Illinois taxpayers and to do everything we could to reduce the undeserved burden we have endured because of exorbitant gas prices," Governor Ryan said. "Thanks to the quick action of the General Assembly during today's special session, I believe Illinois consumers will start to see some relief at the pump starting on Saturday," he added.

WASHINGTON - Governor George H. Ryan told the U.S. House Judiciary Committee today that he supports a federal investigation of pricing practices by oil companies that have led to consumers in Chicago paying the nation's highest retail gasoline prices.

RYAN ANNOUNCES LOAN TO FUND RADIATION REMOVAL FROM DeKALB DRINKING WATER
SPRINGFIELD -- Governor George H. Ryan today announced that Illinois FIRST is helping to secure a low interest loan of nearly $3.6 million for the city of DeKalb to help the city remove excessive amounts of naturally occurring radiation from the city's drinking water. "A safe and reliable drinking water supply is an important part of a community's overall quality of life," Ryan said. "Without Illinois FIRST, the state simply would not be able to provide that assistance that many communities need to maintain and improve their critical infrastructure."

GOVERNOR ANNOUNCES $200,000 GRANT TO OLNEY
SPRINGFIELD -- Governor George H. Ryan today announced that the City of Olney has been awarded a grant of $206,420 to support the construction of a new manufacturing facility. Xenia Manufacturing, Incorporated plans to use the grant to complement its current operations with a new 20,000 square foot manufacturing facility, resulting in fifty new jobs.

RYAN SIGNS BILL TO PRESERVE CRIME EVIDENCE FOR FUTURE TESTING
SPRINGFIELD - Governor George H. Ryan today signed legislation that takes the first step in creating a uniform statewide evidence retention policy after the trial and conviction of a defendant. House Bill 4593 requires municipal police departments and sheriffs offices to preserve all physical evidence secured in relation to a trial to maintain sufficient official documentation to locate the evidence.

GOVERNOR SIGNS BILL TO EXPAND PENALTIES FOR DRUNK DRIVERS AND FUND STATE POLICE DUI PREVENTION PROJECTS
SPRINGFIELD - Governor George H. Ryan today approved legislation that allows the Illinois State Police to buy equipment to fight drunk driving and expands the $100 fine on DUI to all offenders including those convicted who received court supervision. "To continue to win the battles, we need to make sure the State Police are armed with the right tools and adequate funding to keep our roads safe," Ryan said. "The state is waging a successful war against drunk drivers thanks in part to the cooperative efforts of Mothers Against Drunk Driving, states attorneys, local governments and the Chiefs of Police Association," he said.

CHICAGO -- Governor George Ryan today announced that Illinois is attracting more overseas visitors than ever before, according to the latest statistics released by the United States Department of Commerce. The statistics show that overseas visitors to Illinois increased 5.2 percent in 1999, with an economic impact of over $1.65 billion to the State of Illinois.

Ryan Announces Fitch Upgrade Of State G.O. Bond Rating To AA+
SPRINGFIELD - Governor George H. Ryan today announced that Fitch IBCA has upgraded the state's general obligation bond rating from AA to AA+. A second rating agency, Standard and Poor's, has affirmed its AA rating of the state's G.O. bonds but revised upward its outlook on the state's credit from stable to positive.
