Governor Ryan Commends General Assembly for Passing Balanced State Budget

SPRINGFIELD -- Governor George H. Ryan today congratulated the Illinois General Assembly for passing a fiscally sound, $53 billion budget that continues the Governor's unprecedented commitment of 51 percent of new revenue to education; plans for an end of year balance of more than $1.4 billion; and addresses the state's important social service and infrastructure needs.

Governor Announces $3.5 Billion Coal Program --Program will increase state's energy supply and create new jobs
SPRINGFIELD -- Governor George H. Ryan today announced a historic agreement with legislative leaders on a $3.5 billion package designed to reinvigorate the Illinois coal industry and to strengthen the state's ability to provide electricity to its citizens.

$901,500 in Illinois FIRST Projects for DuPage County
SPRINGFIELD -- Governor George H. Ryan announced today that he is releasing $901,500 in Illinois FIRST funding for projects in DuPage County, including $400,000 to the Village of Bolingbrook to widen Boughton Road from Falconridge Way to Ashbury Avenue. One lane will be added to an existing four lane highway, eliminating backups and dangerous left turns. The village is contributing $272,000.

Ryan today applauded the U.S. House for approving President Bush's Education Reform Agenda, which will create greater accountability in the nation's schools by requiring annual testing. The Governor urged its swift passage in the United States Senate and said he will focus his lobbying efforts to supporting the President's more sweeping plan in Congress rather than in Springfield.

Illinois Awarded Grant for Strengthening Education Leadership
SPRINGFIELD -- Governor George H. Ryan today announced that Illinois has been awarded a $50,000 planning grant leading to a $250,000 implementation grant by the new State Action for Education Leadership Project (SAELP), National Consortium to develop and enact innovative policies and practices to strengthen school leadership. Illinois was one of 15 states to receive the grant.

Governor Ryan Announces Federal Disaster Assistance is Coming for Ten Counties Affected by Mississippi River Flooding

Ryan today announced that President Bush approved his request to declare 10 counties as federal disaster areas because of near-record flooding along the Mississippi River. The federal declaration includes Adams, Calhoun, Carroll, Jo Daviess, Hancock, Henderson, Mercer, Pike, Rock Island and Whiteside counties.

Ryan announced today that he is releasing $5,527,000 in Illinois FIRST funding for projects in the Western Suburbs, including $5,000,000 to the Fox River Water Reclamation District for the construction of gravity sewers, force mains and pumping stations for wastewater conveyance and improvements to potable water treatment and distribution facilities.

Ryan Announces $22 Million Loan to Continue Work on Chicago Deep Tunnel Project
SPRINGFIELD -- Governor George H. Ryan today announced that a low interest loan for $22,834,507 has been approved for the Metropolitan Water Reclamation District of Greater Chicago, for construction of the Torrence Avenue segment of the city's Tunnel and Reservoir Plan (TARP) system, also known as the "Deep Tunnel Project" to provide flood relief and pollution control.

SPRINGFIELD -- Governor George H. Ryan today signed into law a bill to provide medical insurance coverage to people whose insurance providers were declared insolvent. The bill also provides for a waiver of the Comprehensive Health Insurance Plan's preexisting conditions exclusions.
