SPRINGFIELD -- Gov. George H. Ryan signed legislation today which could help nearly 67,000 Illinois low-income students qualify for financial aid to pay for post-secondary education or training.

CHICAGO -- Governor George H. Ryan says his staff will be receiving a briefing from City Hall officials on Mayor Daley's O'Hare plan and spend the next several days analyzing it. The Governor also says he will also plan a public hearing process to gauge public response to the proposal.

Illinois Schools Get $34.5 Million Federal Reading Grant
SPRINGFIELD -- Governor George H. Ryan announced today that 17 of Illinois' school districts with high numbers of children living in poverty have been awarded a total of $34.5 million in federal funds to help improve reading programs for their students.

CHICAGO -- Declaring it one of the most pro-consumer, pro-competition bills ever enacted, Governor George H. Ryan today signed into law House Bill 2900, the re-write of the Telecommunications Article of the Public Utilities Act at a bill signing ceremony in Chicago's Humboldt Park neighborhood.

Ryan: $780,000 in Illinois FIRST Projects for Suburban Cook County
SPRINGFIELD -- Governor George H. Ryan announced today that he is releasing $780,000 in Illinois FIRST funding for projects in Suburban Cook County, including $250,000 to Dominican University to renovate its Rebecca Crown Library. This library is one of the only two American Library Association accredited Library and Information Science programs in Illinois.

Ryan announced today that he is releasing $5.54 million in Illinois FIRST funding for projects in the Far Northwest Suburbs, including $5,000,000 to the Fox River Water Reclamation District to construct gravity sewers, force mains and pumping stations for wastewater systems and improvements to potable water treatment and distribution facilities.

Governor Signs $3.5 Billion Coal Incentive Legislation
VIRDEN/PINCKNEYVILLE -- Governor George H. Ryan today signed bi-partisan legislation that will help revive the Illinois coal industry and strengthen the state's ability to provide electricity to consumers. The legislation, which provides up to $3.5 billion in financing incentives, is the most comprehensive energy package in the country and the most sweeping in Illinois history.

Ryan announced today that he is releasing $637,000 in Illinois FIRST funding for projects in North Central Illinois, including $200,000 to Carl Sandburg College to purchase equipment for its dental hygiene program. The equipment will include dental chairs, delivery mechanisms, dental operatory lights, operator and assistant stools, mobile cabinetry units and an autoclave. The district is contributing $1,755,559.

The existing cattle barn, which is too costly to be repaired, will be demolished and a new building with wider aisles and better space use for exhibitors will be constructed. Governor and First Lady Award Grant Money to Benefit Child Care Providers - Focus on low income areas of Chicago
CHICAGO -- Governor George H. Ryan and First Lady Lura Lynn Ryan today announced that a $380,000 grant is being awarded to the Women's Business Development Center (WBDC) in Chicago. The WBDC will use the funds to establish a Child Care Revolving Loan Fund to provide financial assistance to child care providers who need capital for start up or expansion. The assistance will be targeted to low income areas of Chicago.

Governor Ryan Pledges to Find Funding Solution for Retired Teachers' Insurance
SPRINGFIELD -- Governor George H. Ryan today announced his commitment to finding a long-term funding solution for the state's Teachers' Retirement Insurance Program. Meanwhile, in an effort to provide some relief for retired teachers hit by skyrocketing premiums, the Governor announced he is cutting in half the proposed premium increase Illinois Retired Teachers were scheduled to pay beginning July 1, 2001.
