CHICAGO -- Governor George H. Ryan today signed House Bill 4078 authorizing the Illinois Supreme Court to make grants to non-profit organizations for treatment of lawyers needing alcohol, substance-abuse, or mental health counseling.

SPRINGFIELD -- Governor George H. Ryan today announced the state is filing an application with the Federal Aviation Administration (FAA) for $5.9 million in federal funds for the next phase of engineering to move forward work on the South Suburban Airport.

SPRINGFIELD -- First Lady Lura Lynn Ryan today announced the Illinois Department of Human Services (DHS) will provide nearly $20 million in Fiscal Year 2003 for the Teen REACH after-school program. Teen REACH serves youth in low-income communities.

CHICAGO -- Governor George H. Ryan today announced that for the third year the Illinois Liquor Control Commission is awarding $1 million in 165 grants to 250 Illinois communities to implement the “Kids Can’t Buy ‘Em Here” Tobacco Enforcement Program to reduce youth access to tobacco products.

BOURBONNAIS -- Gov. George H. Ryan today welcomed the Chicago Bears to their first day of training camp at Olivet Nazarene University in Bourbonnais, IL. The Bears moved to Olivet Nazarene after spending the past 18 years training for the season in Platteville, Wisconsin.

Governor Ryan Announces Federal Reimbursements for Upgrades at Illinois Veterans Homes
CHICAGO -- Governor George H. Ryan announced today that the State of Illinois’ Department Veterans Affairs is receiving nearly $7.3 million from the federal government for efforts to improve the lives of veterans. The federal grants are a reimbursement from the U.S Department of Veterans Affairs for work that has already been completed.

CHICAGO -- Governor George H. Ryan today welcomed home members of the Illinois National Guard who have been on active duty in Europe for more than seven months. The soldiers have been part of Task Force Santa Fe, a force of nearly 2,200 National Guard personnel providing force protection and installation security at various locations in U.S. Army Europe.

SPRINGFIELD -- Governor Ryan today signed Senate Bill 2235, amending the “John W. Maitland Low Income Home Energy Assistance Program” (LIHEAP) ensuring its continuation through 2007, and increasing DCCA's flexibility in administering LIHEAP to provide needed assistance to Illinois' low income families.

$1 Billion Borrowing Plan Sold at Competitive Rate
State Credit Rating Remains High
SPRINGFIELD -- Governor George H. Ryan today announced that the State borrowed $1 billion at an attractive 1.43 percent to help the state pay overdue bills. The State today received a total of 44 bids on the four separate maturities that total $1 billion in short-term certificates, sold through a competitive bidding process. The low winning bids for the four pieces were submitted by Bank One, Goldman Sachs, J.P. Morgan and Lehman Brothers.

Governor Ryan Signs Pledge of Allegiance Bill
Expands State Provision for High School Students to Recite Pledge
SPRINGFIELD -- Governor George H. Ryan today signed Senate Bill 1634, which amends the state school code so that students in secondary schools recite the Pledge of Allegiance on a daily basis. Current state law states that students in elementary schools supported in all or some part by the state recite the Pledge of Allegiance on school days.

Governor Announces that 110,000 Seniors and Persons with Disabilities Benefit from Medicaid Expansion
Income level for AABD benefit increases to 100 percent of FPL on July 1
SPRINGFIELD -- Governor George H. Ryan today announced that an additional 110,000 Illinois seniors and persons with disabilities receive medical coverage as the result of a three-year expansion of the AABD (Aid to the Aged, Blind and Disabled) Medicaid program administered by the Department of Public Aid.
