Governor Ryan Uses Amendatory Veto Powers on Terrorism Bill, Urges Reforms of System Before Expanding Death Penalty
SPRINGFIELD -- Governor George H. Ryan used his amendatory veto powers on a controversial anti-terrorism bill that includes a new capital offense for convicted terrorists. The Governor kept the original provisions of the terrorism bill intact but insisted the General Assembly also include comprehensive reforms of the state's flawed capital punishment system before adding yet another crime to the death penalty eligibility factors.

Governor Ryan Signs Legislation to Crack Down on Domestic Abuse, Stalking; Mandates DNA Samples from Felons
CHICAGO -- Governor George H. Ryan today signed key law enforcement bills into law that will strengthen penalties for domestic battery; crack down on stalkers and clarify the definition and penalties of permitting sexual abuse of a child. The Governor also signed a bill requiring every convicted felon to submit a DNA sample to state police.

SPRINGFIELD -- Governor George H. Ryan today signed House Bill 4117, amending the current Silent Reflection Act in an effort to clarify students' right to prayer. Students will now have the opportunity to observe voluntary, non-disruptive prayers that are not affiliated with the school or any of its employees.

CHICAGO – Governor George H. Ryan today signed House Bill 5941, further strengthening Illinois’ penalties for underage drinking and possession of false identification. The legislation revokes or suspends the driver’s license or permit of any person under the age of 21.

Governor and First Lady Present $5 Million to the Illinois Alliance of Boys and Girls Clubs
SPRINGFIELD -- Governor George H. Ryan and First Lady Lura Lynn Ryan today presented a check for $5 million to the Illinois Alliance of Boys and Girls Clubs to fund Teen REACH programs throughout Illinois. Teen REACH is the program designed to provide positive out-of-school activities for low-income youth. The goal of Teen REACH is to increase academic success while reducing risk-taking behaviors such as substance abuse, criminal activities and premature sexual behavior. It is part of the Futures for Kids Initiative.

Ryan and Illinois State Board of Education Superintendent Robert Schiller today announced that the Illinois Virtual High School (IVHS) has lowered tuition costs for fall semester online classes from $300 to $195 and will offer over 800 scholarships to low-income districts and students as a result of new state and federal funding.

Governor Ryan Breaks Ground on US 67 Project in Morgan County
$294 Million Programmed in IDOT 5-Year Plan for US 67
JACKSONVILLE -- Governor George H. Ryan joined state and local officials today to begin construction on a $37.5 million, nine-mile section of the US 67 expressway in Morgan County. The Illinois Department of Transportation’s 2003-2007 highway improvement plan also includes $294 million to continue the improvement and extension of US 67.

Abraham Lincoln Marovitz Collection Donated to State
SPRINGFIELD -- Illinois First Lady Lura Lynn Ryan today announced that the Estate of the Honorable Abraham Lincoln Marovitz has donated an extensive collection of Abraham Lincoln-related items to the State of Illinois for inclusion in its Abraham Lincoln Presidential Library and Museum. Judge Marovitz’s collection includes 450 book and pamphlet titles and more than 100 prints and photographs, more than 30 busts, and numerous other pieces.

Through a generous donation from Verizon, the “Future Factor” computer program has been added this year to include a learning game on higher education for 11-16 year olds.
