Governor Quinn Celebrates $12 Million Federal Award for Rural Broadband Access
Eastern Illinois Project to Create More than 250 Jobs; Serve 7,000 Businesses, 700 Community Institutions
DANVILLE – August 31, 2010. Governor Pat Quinn today celebrated a $12 million federal award to expand broadband access in rural eastern Illinois communities. Supported by Illinois Jobs Now! capital funding, the federal award will enable Danville-based Cellular Properties, Inc. to expand broadband service, creating approximately 267 jobs, and serving more than 7,000 businesses and 700 community institutions.

Capital Project to Create Jobs, Improve Access to Businesses, Ease Traffic, Increase Safety
SPRINGFIELD – August 31, 2010. Governor Pat Quinn joined Illinois Department of Transportation (IDOT) Secretary Gary Hannig and other officials today to announce a three-year construction project to improve safety and traffic congestion at the intersection of Clear Lake Avenue and Dirksen Parkway. The project, which is part of Governor Quinn’s Illinois Jobs Now! capital program, is expected to create or retain 143 jobs in the Springfield area.

Governor Quinn Requests Federal Assistance for Local Governments in 13 Flood-Ravaged Counties
Assistance will Help Local Governments Receive Reimbursement for Extraordinary Flood Related Expenses
SPRINGFIELD – August 31, 2010. Governor Pat Quinn today asked President Barack Obama to declare 13 Illinois counties federal disaster areas to help local governments in those counties recover from severe storms and flooding in late July. This request comes after the President’s approval of the state’s earlier request for assistance for individual households and businesses for seven counties impacted by the flooding.

CHICAGO – August 30, 2010. Governor Pat Quinn today announced that the Illinois Department of Human Services (DHS) will offer immediate food assistance to Northern Illinois flood victims. The U.S. Department of Agriculture’s (USDA) Food and Nutrition Services has authorized DHS to offer special Disaster SNAP (formerly Food Stamps) benefits for residents of seven counties declared federal disaster areas as a result of flash flooding in late July.

CARMI – August 28, 2010. Governor Pat Quinn today announced $3 million in capital funding to restore and open the now-shuttered Carmi hospital, giving area residents more convenient access to medical care. The refurbished hospital will employ approximately 160 medical personnel and support staff in the community and create 21 construction jobs. The project will be administered by the Phoenix Foundation of Southern Illinois and is funded through the Illinois Jobs Now! capital construction program.

The investment package helped Stericycle relocate its call center operations to a larger facility in Northbrook. The move is resulting in 25 new jobs being created and 360 jobs being retained.

Data Shows Alcohol-Involved Motor Vehicle Fatalities Have Declined in Illinois
Stronger Enforcement, Increased Safety Belt Usage Credited for the Reduction
CHICAGO – The Illinois Department of Transportation (IDOT), Division of Traffic Safety today released data showing a lower number of alcohol-involved, motor vehicle fatalities in Illinois. The reduction in alcohol-involved fatalities has occurred steadily since 2002 with the largest decline occurring between 2007 and 2008.

Illinois State Fair To Welcome Stanley Cup
SPRINGFIELD, Ill. – Chicago Blackhawk fans will have an opportunity to see and take pictures of the Stanley Cup at the 2010 Illinois State Fair. The cup, which is the National Hockey League’s championship trophy, will arrive on the fairgrounds Friday at 1 p.m. and then be paraded down Grandstand and Illinois avenues to the intersection of Main St. for an official unveiling ceremony and press conference. July Unemployment Continues Downward Movement
Manufacturing Adds Jobs for 5th Consecutive Month
CHICAGO – The Illinois seasonally adjusted unemployment rate dropped -0.1 point to 10.3 percent in July, according to data released today by the Illinois Department of Employment Security. July marks the seventh consecutive month to show steady or declining rates. The national unemployment rate is unchanged at 9.5 percent.

Governor Pat Quinn today announced that Illinois is providing a $2.3 million business investment package to assist Boeing with its plans to locate a new facility at MidAmerica Airport in St. Clair County. The state’s investment will leverage a $7 million Boeing investment and is expected to bring 70 new jobs to the Metro East region, with the potential to create more jobs over the next few years. It will also boost manufacturing and spur economic growth throughout the state.

Illinois State Fair Names Best New Food And Novelty Items For 2010
SPRINGFIELD, Ill. – The Illinois State Fair has recognized Mom ‘N’ Pop Corn and Miche Bags as the Best New Food Item and Best New Novelty Item, respectively, for 2010. Mom ‘N’ Pop Corn, located on Central Avenue across from the Coliseum, sells flavored, frosted and kettle popcorn. But it was Mom ‘N’ Pop’s new S’mores-On-A-Stick that won it the 2010 Best New Food Item award. This is their second year at the fair.

Small businesses that create new jobs between July 1, 2010 and June 30, 2011 may be able to take advantage of a $2,500 tax credit for new hires. The Illinois Small Business Job Creation Tax Credit, proposed and signed into law by Governor Pat Quinn earlier this year, targets the foundation of Illinois' economy – the 500,000 small businesses across the state.

HFS Proposes Changes in Eligibility Rules for Long Term Care to Comply with Federal Law

SPRINGFIELD - The Illinois Department of Healthcare and Family Services (HFS) announced today that it has proposed changes in the rules that govern eligibility for long term care services. The proposed rule changes are mandated by federal law, including the Deficit Reduction Act of 2005. They are designed to encourage personal responsibility and to improve the efficiency of Illinois’ Medicaid-funded long term care program, while also ensuring that the state leverages the maximum federal funding for the program.

He encouraged families to purchase back-to-school items for their children during this 10-day period in order to receive a 5 percent discount on state sales tax. The sales tax holiday started Friday, Aug. 6 and will continue through Sunday, Aug. 15. During his visit today, Governor Quinn also purchased $100 worth of back-to-school items, which he donated to the Salvation Army.

2010 Illinois State Fair Celebrates 100th Birthday Of Main Gate
SPRINGFIELD, Ill. – Traditional cakes and piñatas have been replaced with corn dogs and chocolate-covered bacon as the historic Illinois State Fair Main Gate celebrates its 100th birthday. The Main Gate is one of Springfield’s historic landmarks. Honored on the 1997 Springfield City Ornament, the Main Gate serves as the official symbol of the Illinois State Fair. Nearly 30 feet tall, the gate consists of three, arched entrances that are decorated with lights, illuminating the main entrance to the fair on Sangamon Avenue at night and providing fairgoers with a picturesque greeting.

Illinois State Fair Crowns Grand Champion Rabbit Meat Pen and Grand Champion Poultry Trio
SPRINGFIELD, Ill. – The Illinois State Fair awarded the first ribbons for the best rabbit meat pen and poultry trio. This year’s Grand Champion Rabbit Meat Pen belonged to Emily Wolff, of the Brighton Farmhands 4H Club. Wolff is 11-years-old and has been showing for three years. Her New Zealand rabbits will be in the Governor’s Sale of Champions on Tuesday, August 17. She plans to put the money from the sale right back into the family farm.

Governor Pat Quinn today issued a statement praising the Obama Administration’s announcement of additional support to “Hardest Hit” states with high unemployment to assist in foreclosure prevention. The U.S. Department of the Treasury will make $2 billion of additional assistance available to unemployed homeowners struggling to make mortgage payments. State Announces $7.5 Million in Stimulus Funding to Build Affordable Homes in Central Illinois

SPRINGFIELD – On behalf of the administration of Governor Pat Quinn, Illinois Housing Development Authority (IHDA) officials today celebrated the groundbreaking of two federal stimulus-funded affordable housing developments in Central Illinois. IHDA invested $7.5 million in federal American Recovery and Reinvestment Act (ARRA) funds to build Nehemiah Homes Phase II and an additional $710,000 loan from the Illinois Affordable Housing Trust Fund for the Golden Oaks Senior Apartments. The two developments will create 62 affordable rental homes for low-income families and seniors in Springfield, Litchfield and Hillsboro.

Liquor Control Commission July Underage Compliance Report
SPRINGFIELD – In July the Illinois Liquor Control Commission (ILCC) conducted compliance checks around the state and visited 111 businesses licensed to sell liquor. They cited 32 licensees for violations of liquor control laws. Sixty-five percent of the licensees visited complied with Illinois liquor laws and refused to serve underage customers.

Illinois Food Stamp Cases Continue to Rise to New Record Levels

SPRINGFIELD – For the first time ever in Illinois, there are more than 780,000 families receiving Food Stamps (now known as SNAP, Supplemental Nutrition Assistance Program). Illinois Department of Human Services (IDHS) Secretary Michelle R.B. Saddler, today announced that the June caseload is 786,162 households, an 11.9 percent increase over June, 2009. The SNAP program is fully federally funded.
