Negotiators Send Proposed Three-year Agreement to AFSCME Members for Ratification
SPRINGFIELD - The Quinn Administration and the American Federation of State, County and Municipal Employees (AFSCME) Council 31 have reached a tentative agreement on a new union contract covering some 35,000 state employees. Negotiations have been ongoing for more than 15 months.

Lt. Governor Simon reduces office budget by 12 percent over last two years
SPRINGFIELD – With the Governor’s budget address set for next week, Lt. Governor Sheila Simon announced today that she is voluntarily requesting a 3 percent cut in her fiscal year 2014 budget. Simon, who voluntarily cut the current fiscal year’s budget request by 9 percent, will achieve savings by reducing personnel and administrative costs.

White-Nose Syndrome Confirmed in Illinois Bats
Illinois becomes 20th state in U.S. to confirm deadly disease in bats
Springfield, IL - The Illinois Department of Natural Resources (IDNR) today confirmed the presence of White-Nose Syndrome (WNS), a disease fatal to several bat species, in four Illinois counties. The University of Illinois- Illinois Natural History Survey (INHS), the United States Forest Service (USFS)-Shawnee National Forest, the University of Illinois' Veterinary Diagnostic Laboratory (UIVDL), and the USGS National Wildlife Health Center-Madison, WI (NWHC) assisted in the discovery of WNS which was detected in LaSalle County in north-central Illinois, Monroe County in southwestern Illinois, and Hardin and Pope Counties in extreme southern Illinois.

SPRINGFIELD – On Feb. 29, 2012, a deadly tornado tore through the Southern Illinois communities of Harrisburg and Ridgway shortly before 5 a.m. With most people still sleeping, many didn’t hear the outdoor warning sirens blaring or warnings issued on radio and TV stations. Eight people lost their lives and more than 100 others were injured as a result of the tornado. Fortunately, some residents were awakened by alarms broadcasted over their weather alert radios and were able to seek shelter before the tornado hit.

Federal Government Announces Enrollment for the Pre-Existing Condition Insurance Plan (IPXP) ends March 2
Consumers denied health insurance coverage will be able to purchase through the Health Insurance Marketplace; Open enrollment Begins October 1st
CHICAGO – Illinois Department of Insurance (DOI) Director Andrew Boron today announced the federally funded Illinois Pre-Existing Condition Insurance Plan (IPXP) will no longer accept new enrollees after March 2 due to a decision by the U.S. Department of Health and Human Services. IPXP was set up as a transitional insurance program for uninsured Illinois residents with pre-existing conditions to have health coverage until the federal Affordable Care Act becomes effective on January 1, 2014. There are currently 3,360 Illinois residents enrolled under the plan who will continue to retain their coverage through the end of 2013. These IPXP enrollees, as well as the currently uninsured, will be able to purchase health insurance coverage from the Health Insurance Marketplace (formerly called Health Insurance Exchange) which will be ready for open enrollment on October 1, 2013.

Illinois Partnering with Centers for Medicare And Medicaid Services On Coordinated Care Plan for Medicare and Medicaid Clients
Joint initiative will provide coordinated care for “dual eligibles;" Goal is to improve healthcare outcomes and control costs
CHICAGO – The Illinois Department of Healthcare and Family Services (HFS) and the federal Centers for Medicare and Medicaid Services (CMS) today announced a groundbreaking joint effort to reform the way care is delivered to clients eligible for both Medicare and Medicaid Services. The Medicare-Medicaid Alignment Initiative (MMAI) demonstration project, which is designed for clients who are eligible for both Medicare and Medicaid (known as “dual eligible”), will provide coordinated care to more than 135,000 Medicare-Medicaid enrollees in the Chicagoland area and throughout central Illinois beginning October 2013.

Illinois Reminds Businesses to Use Only Licensed Day and Temporary Labor Agencies
Third-Party Clients Must Verify That Temporary Staffing Agencies are Registered prior to Contracting; March and September of Each Year

The $2.8 million in land purchases includes 410 acres in Pike County, a hallowed deer hunting region, and 71 acres in Hackmatack, the nation’s newest National Wildlife Refuge. This acquisition is part of Governor Quinn’s ongoing commitment to expand and preserve Illinois’ natural resources and boost the economy.

Funded through Governor Quinn’s Illinois Jobs Now! capital program, the project to construct a rail flyover over Irving Park Road (IL Rt. 19) just east of York Road will create 870 jobs and boost long-term economic development by speeding up the flow of freight and vehicles on the southwestern edge of O’Hare Airport. A meeting has been scheduled March 5 at 5:30 p.m. for new and returning gardeners. The meeting will be held in the IDOA Auditorium, located at the corner of Sangamon Ave. and 8th St. on the Illinois State Fairgrounds inside Gate 11. Weather permitting, planting will begin April 1.

Governor Quinn Opens Critical Roadway To Major New Community Development

As part of his commitment to create jobs and support economic growth, Governor Pat Quinn was joined today by community and business leaders to reopen a critical roadway to the Pullman Park development on Chicago’s South Side. Funded by a $4.6 million investment through the federal “IKE” Disaster Recovery Program, construction of the new road created 300 construction jobs. An additional 400 construction and 1,000 permanent retail jobs are expected when the Pullman Park development is completed.

New Debit Card Option for Refunds
Convenient for taxpayers
SPRINGFIELD – Taxpayers due a refund this year on their Illinois taxes can opt for a debit card rather than a paper check if they file using the Department of Revenue’s WebFile site at tax.illlinois.gov. Taxpayers who already have checking or savings accounts and those who opt to use a different tax filing system will find that direct deposit is still quicker and might be more a more convenient way to access refund money.

State-Federal Partnership Created by the Affordable Care Act Will Deliver Quality Health Care to Hundreds of Thousands in Illinois by End of First Year
CHICAGO – February 13, 2013. Governor Pat Quinn and U.S. Health and Human Services (HHS) Secretary Kathleen Sebelius today announced that Illinois has been conditionally approved to operate a State Partnership Marketplace, which will be ready for open enrollment in October 2013. This federal approval of the partnership, which was announced in a joint appearance at the Erie Health Center in Chicago, will allow Illinois to select health insurance carriers and tailor the marketplace to local needs and market conditions.

IDOC Announces New I.T. Modernization Project
Offender-360 will eventually replace department’s aging system
SPRINGFIELD - The Illinois Department of Corrections (IDOC), along with Microsoft, today is announcing the implementation of a new IT modernization effort that will revolutionize the way criminal justice information is stored and shared across the state. Offender-360 is a criminal justice information system built on Microsoft Dynamics CRM Online. This new cloud-based system will be phased in over the next several years and will eventually replace the 1980s mainframe Offender Tracking System (OTS) currently utilized by the department.

Liquor Control Commission January Underage Compliance Report
SPRINGFIELD – In January the Illinois Liquor Control Commission (ILCC) conducted compliance checks around the state and visited 193 businesses licensed to sell liquor. They cited 40 licensees for violations of liquor control laws. Eighty percent of the licensees visited complied with Illinois liquor laws and refused to serve underage customers.

IDES Recovers $44 Million from Unemployment Cheats

CHICAGO – In 2012, more than $44 million was recovered from 20,000 people who wrongfully collected unemployment insurance, the Illinois Department of Employment Security (IDES) said today. Federal tax returns were confiscated from those who refused IDES’ offer of a repayment plan.

Governor Pat Quinn was joined today by representatives from the U.S. Department of Housing and Urban Development (HUD) to announce an $11.98 million award that will strengthen Illinois’ efforts to allow people with disabilities to live independently in the community of their choice. The award will make up to 825 apartments affordable for people who have special needs, and are in financial need, across the state. HUD officials awarded the grant under the Section 811 Supportive Housing for Persons with Disabilities program.

Renovation Project Preserved and Updated Historic Structure Which Serves Thousands of Students, Created Hundreds of Jobs
URBANA – February 12, 2013. Governor Pat Quinn today joined University of Illinois leaders to rededicate historic Lincoln Hall following a long-planned $64 million renovation that modernized the building while preserving its past and creating hundreds of jobs. The ceremony took place on Abraham Lincoln’s birthday, exactly 100 years after the building originally opened. Lincoln Hall remains one of the school’s most used instructional buildings and had gone without major improvements since 1930.

Governor Pat Quinn today awarded a $250 million low-interest loan to the Metropolitan Water Reclamation District of Greater Chicago (MWRD) to move forward with crucial projects to update the region’s water infrastructure, clean up area rivers and improve public health. The governor also announced the appointment of Janice Smith-Warshaw as superintendent of the Illinois School for the Deaf (ISD) and Serena Preston as superintendent of the Illinois School for the Visually Impaired (ISVI). Department of Insurance Announces $10 Million Dollars in Market Conduct Fines
Illinois ramping up participation in multi-state efforts to protect consumers
CHICAGO - Illinois Department of Insurance (DOI) Director Andrew Boron today announced more than $10.3 million in market conduct fines was collected by the Department in calendar year 2012. This amount represents a significant increase in fines collected over the past several years as a result of DOI’s more active participation and enforcement efforts in multi-state examinations in order to protect Illinois consumers. DOI will continue to ramp up market conduct examinations and enforcement efforts in 2013 by investigating business and regulatory practices in life and health, property and casualty, workers’ compensation, and automotive insurance, among other areas.

SPRINGFIELD – Governor Pat Quinn today called on every Illinois resident, school and business to participate in what’s being called the “largest earthquake drill in the history of the Midwest” on Thursday, February 7, at 10:15 a.m. The third annual Great Central U.S. ShakeOut is a nine-state emergency preparedness drill designed to encourage residents to think about what to do before, during and after an earthquake.

State Launches Second Phase of Integrated Care Program
Long-term Care Services Added to Integrated Care Delivery System to Improve Care for Seniors and Persons with Disabilities
CHICAGO – The Illinois Department of Healthcare and Family Services (HFS) today announced the second phase of the state’s Integrated Care Program (ICP) to improve health and quality of life outcomes for seniors and persons with disabilities in the Illinois Medicaid system. Beginning today, long-term services and supports (LTSS), including nursing home care and home and community based care, will now be added to the service package for the 40,000 individuals currently eligible for the ICP, which was created to keep residents healthy through more-coordinated and better medical care, helping prevent unnecessary healthcare costs.
