Governor Quinn Announces Expansion of High-Speed Railcar Factory in Rochelle
Nippon Sharyo Will Build $54 Million Additional Facility and Create 80 Permanent Local Jobs, 200 Construction Jobs
ROCHELLE – Governor Pat Quinn today was joined by U.S. Transportation Secretary Ray LaHood, Federal Railroad Administration Administrator Joseph Szabo and Nippon Sharyo Ltd. Chairman Katsuyuki Ikushima to announce the expansion of the Nippon Sharyo passenger railcar factory in Rochelle. The $54 million expansion will create about 80 permanent local jobs and about 200 construction jobs, and will help Nippon Sharyo fulfill railcar orders from Illinois’ METRA, California’s CalTrans and other transportation systems. Governor Quinn personally recruited Nippon Sharyo to Illinois, and today’s announcement is part of the governor’s agenda to drive Illinois’ economy forward and create jobs.

Data collected during the assessments will be included in a request by Governor Quinn for federal assistance that, if approved, could provide grants and low-interest loans to people affected by flooding as well as low-interest loans for flood-impacted businesses.

CHICAGO – Illinois recovered nearly $38 million from unemployment cheats and others who wrongfully collected unemployment insurance benefits, the Illinois Department of Employment Security (IDES) said today. The initiatives to fight fraud, increase tax fairness and reduce costs for businesses are part of Gov. Pat Quinn’s plan to improve the state’s climate for job creation and strengthen the Illinois economy.

IDOT to Premiere Cost-Saving Recycled Hot Mix Asphalt in Upcoming Projects
Three Projects Using 97% Recycled Asphalt to Be Included on April Letting
SPRINGFIELD- The Illinois Department of Transportation (IDOT) today announced plans to construct three overlay demonstration sections featuring the most environmentally friendly Hot Mix Asphalt (HMA) surface mixture ever developed in Illinois and perhaps the nation. Dubbed “Total Recycle Asphalt,” the HMA paving mixture contains more than 97 percent reclaimed and recycled materials. The demonstration projects using total recycle asphalt are on the April 26 letting and are expected to reduce paving costs.

Cooking Fires Rank Second as Cause of Home Fires
SPRINGFIELD – The Office of the State Fire Marshal (OSFM) is taking the lead in educating Illinois residents to practice safe cooking habits to prevent home fire tragedies. Unattended cooking continues to be a top cause of home fires and injuries since 1990. Since 2011, cooking fires have ranked second as the cause of home fires, according to the National Fire Protection Association.

New Law Increases Senior Homestead Exemption, General Homestead Exemption
CHICAGO – Governor Pat Quinn today signed legislation that will reduce property tax bills for seniors across Illinois. Senate Bill 1894 raises the senior homestead exemption from $4,000 to $5,000 – potentially saving seniors up to more than $200 annually. This new exemption for seniors takes effect for Cook County this year.

Ogle, Stark Counties Added to State Disaster Declaration
MARSEILLES – Governor Pat Quinn continued to survey devastation caused by last week's heavy rains and flooding, today traveling to Marseilles, Ottawa, North Utica and Morris along the Illinois River. Governor Quinn also added Ogle and Stark counties to his state disaster declaration, bringing the number of counties that can now get expanded access to state emergency resources to 44 and allowing the state to pursue federal relief and support. Marseilles has seen some of the worst damage in the state, including evacuation of more than 60 residents at a nursing home, over 200 voluntary home evacuations and the closure of a 700-student elementary school.

Flooding Creates Dangerous Driving Conditions in Illinois
SPRINGFIELD – The Illinois Department of Transportation (IDOT) would like to warn motorists against driving into flood waters and urges extra caution on the roads today. Flood warnings and watches are in place throughout the state, causing flooding on numerous roads, and temporary road closures. As of mid-morning, most flooding problems and weather-related transportation delays were occurring in the northern two-thirds of the state.

March Unemployment Rate Holds at 9.5 Percent
Job Growth Up Over Year Yet Down Over Month
CHICAGO – The March unemployment rate was 9.5 percent, unchanged from February, according to preliminary data released today by the U.S. Bureau of Labor Statistics (BLS) and the Illinois Department of Employment Security (IDES). As expected, Illinois recorded -17,800 fewer jobs compared to February even as it added +36,600 over March 2012. The data is seasonally adjusted.

North American Lighting Headquarters Expanding in Paris
Company Adds 300 Jobs, Spurs Economic Growth in Southeastern Illinois
PARIS – Illinois Department of Commerce and Economic Opportunity Director Adam Pollet and North American Lighting Inc. announced today that the automotive industry lighting supplier plans to create 300 jobs and invest $50 million to expand its Paris manufacturing plant. North American Lighting, a unit of Japan’s Koito Manufacturing Co. Ltd., currently operates its headquarters in Paris and employs 2,600 full-time workers in the region.

Simon urged markets to apply for a federal grant to purchase wireless machines that accept debit and credit cards, and Link cards. Governor Quinn Breaks Ground on Grundfos’ New North American Headquarters in Downers Grove
Governor’s Clean Water Initiative Helped Draw World’s Largest Water Pump Manufacturer to Illinois
DOWNERS GROVE – As part of his agenda to create jobs and drive Illinois’ economy forward, Governor Pat Quinn today was joined by Grundfos officials to break ground on the global water pump manufacturer’s new North American headquarters in Downers Grove, Illinois. Denmark-based Grundfos, the world’s largest water pump producer, will create 40 new jobs at the headquarters. The Illinois Clean Water Initiative – which was launched by Governor Quinn in 2012 to overhaul the state’s water infrastructure – was cited by the company as a key reason why they chose Illinois.

Governor Quinn Announces $2 Million in Fire Protection Grants Awarded to 96 Illinois Communities
Grants to Help Purchase Protective and Life Saving Equipment
SPRINGFIELD – Governor Pat Quinn today joined Illinois State Fire Marshal Larry Matkaitis to announce that a total of 96 fire departments across the state will share $2 million in grant funds to purchase small equipment, protective clothing, breathing apparatus and other tools for firefighters. These Small Equipment Grants are funded through a percentage of all fire insurance sold in Illinois, and are distributed through the Illinois Office of the State Fire Marshal. The grant awards are part of Governor Quinn’s agenda to increase public safety and support emergency responders.

Governor’s Illinois Clean Water Initiative Investing $21.5 Million to Support Major Upgrade of 75-Year-Old Wastewater Treatment Plant
KANKAKEE - Governor Pat Quinn today announced a $21.5 million investment for a major upgrade of the Kankakee River Metropolitan Agency (KRMA) wastewater treatment plant that will create more than 600 construction jobs in the area. This announcement is part of Governor Quinn’s agenda to drive Illinois’ economy forward and protect the environment by modernizing Illinois’ water infrastructure. Funded by a low-interest loan through Governor Quinn’s $1 billion Illinois Clean Water Initiative (ICWI), the project will help prevent pollutants from entering the Kankakee River and meet the clean water needs of 70,000 people.

Liquor Control Commission March Underage Compliance Report
SPRINGFIELD – In March the Illinois Liquor Control Commission (ILCC) conducted compliance checks around the state and visited 220 businesses licensed to sell liquor. They cited 28 licensees for violations of liquor control laws. Eighty-seven percent of the licensees visited complied with Illinois liquor laws and refused to serve underage customers.

Governor Quinn Announces Illinois Awarded $115 Million Grant for Health Insurance Marketplace

CHICAGO – Governor Pat Quinn announced today that Illinois has been awarded a $115.8 million federal grant under the Affordable Care Act (ACA) to fund the development of the Illinois Health Insurance Marketplace. The funding is part of Governor Quinn's commitment to improve the health and wellbeing of the people of Illinois, and ensure that all people have access to quality health care. The U.S. Department of Health and Human Services (HHS) award will be used to help enroll Illinois residents, starting on Oct. 1, in private, federally-subsidized insurance plans offered through the Marketplace.

State Housing Agency Receives $1M to Create More Community-based Supportive Housing
New award will help state’s efforts to provide deeply-affordable housing choices
CHICAGO – A new $1 million grant from a Maryland foundation will help the State of Illinois build on efforts to ensure more extremely low-income people with disabilities can live independently in deeply-affordable, community-based rental housing. As the state’s housing finance agency under Governor Pat Quinn, the Illinois Housing Development Authority (IHDA) will apply the funding and lower rents for people with special needs for up to 10 units in existing developments for up to 30 years.

IDOT and Safety Partners Announce Winning Schools for 2012-13 Operation Teen Safe Driving Program
Illinois Teen Fatalities Continue Downward Trend
SPRINGFIELD — The Illinois Department of Transportation, the Ford Motor Company Fund, The Allstate Foundation, Illinois Secretary of State Jesse White and the Illinois State Police (ISP) today announced the seven winning schools from the 2012-13 Operation Teen Safe Driving (OTSD) program. OTSD began in 2007 and, since then, annual teen fatality numbers in automobile crashes have dropped by more than half in Illinois. The program includes the support of Governor Pat Quinn, the Illinois State Board of Education and the national Governor’s Highway Safety Association.

Tax Filing Deadline Two Weeks Away
CHICAGO – The Illinois Department of Revenue reminded taxpayers that there are just two weeks before the traditional April 15 filing deadline. To date, the Department has processed almost 3.2 million tax returns and has issued more than $745 million in tax refunds. Taxpayers who file their returns electronically receive their refunds much faster than those who file paper returns.

Christian County Veterans’ Service Office In Taylorville Now Open Full-Time
CHICAGO – For Illinois Veterans in and near Taylorville in Christian County, getting in to meet with Veterans Service Officer Justin Jennings got a bit easier starting April 1, 2013 with the change of from a part-time to a full-time staffed office. The new hours of operation for the Christian County VSO office are 8:30 a.m. to 4:30 p.m. daily, except on State holidays. The office remains at 1100 North Cheney Street, Taylorville, IL 62626 and is co-located with other State agencies.

SPRINGFIELD - Illinois Department on Aging (IDoA) Director John K. Holton, Ph.D., today announced the Senior Health Insurance Program (SHIP) is now administered by the department. The Senior Health Insurance Program (SHIP) is a free statewide health insurance counseling service for Medicare beneficiaries and their caregivers. SHIP was previously under the Department of Insurance, but the Governor signed Executive Order 13-1 which transfers SHIP to Aging effective April 1.
